Board of Selectmen Minutes 05/15/2007
May 15, 2007                                                              BOARD OF SELECTMEN

Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 6:02pm.

Present were John Donahue, Donald L. McKinnon, and Joseph Pacheco.

Mr. McKinnon motioned and Mr. Pacheco seconded to amendment the minutes of May 8, 2007 as follows:  Mr. Pacheco informed that he has contacted the MA Ethic Committee and has filed two applications regarding his relationship with Chief Pacheco-Uncle, and Captain Pacheco-Father, on the Raynham Police Department.  Mr. Pacheco informed that, under advisement, he would not be signing the weekly police warrants.  Mr. Donahue made it unanimous.

Mr. Stolte, Highway Department, was present and informed the Board that the South Main Street project is progressing.  Mr. Stolte informed that the original plans proposed telephone poles to be placed at the back of the sidewalk, although under TMLP requirements, the poles will need to be moved 1 foot into the sidewalk.  Mr. Donahue asked for the number of poles in the project.  Mr. Stolte stated there were a total of 85 poles.  Mr. Donahue stated that the project has encroached on a lot of residents’ properties and that additional land taking at this time would not be recommended.  Mr. Stolte informed all that the project is on schedule and on budget except for the police details.  Mr. Stolte stated that the project is scheduled to complete by mid-November.

Chief Pacheco was present and informed that a recent investigation was conducted on alcohol sales to minors at package stores in Raynham.  Chief Pacheco said that three out of six establishments asked the undercover individual for an ID.  Chief Pacheco stated that he had advertised the investigation and out of the six establishments, three did not comply with regulations and that was not acceptable.  Chief Pacheco requested a Public Hearing be scheduled with the establishments that did not comply with the regulations.  Mr. McKinnon motioned and Mr. Pacheco seconded to schedule a Public Hearing on May 22, 2007 at 7:15pm.  Mr. Donahue made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed

Mr. Buckner recommended the approval of the SERSG DPW Supplies for FY08.  Mr. McKinnon motioned and Mr. Pacheco seconded to award contracts as recommended by SERSG for DPW Supplies for FY08. Mr. Donahue made it unanimous.

Correspondence - The Board received an application for Special Police Officer from Scott Brackett, Bedford Street, Bridgewater.  Mr. McKinnon motioned and Mr. Pacheco seconded to forward the application to Chief Pacheco.  Mr. Donahue made it unanimous.

Correspondence - The Board received information regarding the Town’s Household Hazardous Waste Day.

Correspondence – The Board received from the Bridgewater Savings Bank a request for a one-day liquor license to sponsor Business After Hours on June 5, 2007 between 5:30-7:30pm.  The Cranberry Chamber of Commerce will be sponsoring the event and Muckey's Liquors would be serving the beer & wine.  
Mr. McKinnon motioned and Mr. Pacheco seconded to approve the one-day liquor license for June 5, 2007.  Mr. Donahue made it unanimous.

Correspondence - The Board received an application for the vacant position on the Council of Aging from Lynda L. Chuckran.  Mr. McKinnon motioned and Mr. Pacheco seconded to forward the application to the Council of Aging.  Mr. Donahue made it unanimous.

Correspondence - The Board received concerns regarding the sign on Rt. 138 for McDonald’s and a request to have the sign removed.  Mr. Pacheco stated that the Rt. 138 Committee has addressed with MASS Highway concerns regarding the area and is awaiting feedback. Chief Pacheco said he would have the sign removed.

Correspondence - The Board received from the Raynham Fire Department a request to appoint a representative from the Board of Selectmen to serve on the Safety Equipment Committee.
Mr. McKinnon motioned and Mr. Pacheco seconded to nominate Mr. Donahue as a representative from the Board of Selectmen to serve on the Safety Equipment Committee.  The vote made it unanimous.

Correspondence – The Board received requests for Tag Days as follows:  Bankers Life & Casualty Co., to sell Forget-Me-Knots on May 18 & 19, 2007; Taunton High School Air Force ROTC car wash/candy sale on June 9 & 10, 2007.  Mr. McKinnon motioned and Mr. Pacheco seconded to approve the request for tag days as listed, pending the approval from the Water District.  Mr. Donahue made it unanimous.

Mr. McKinnon informed all that he would be appearing on the Inside Scoop tomorrow night.

6:32pm – Mr. McKinnon motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session re: possible Litigation, with no business to be conducted afterwards.  Mr. Donahue made it unanimous.
