Board of Selectmen Minutes 05/29/2007
May 29, 2007                                                    Board of Selectmen

Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.

Present were John Donahue, Donald L. McKinnon and Joseph Pacheco.

Mr. Donahue stated that the Board was returning from an Executive Session regarding Litigation.

Mr. McKinnon motioned and Mr. Pacheco seconded to accept the minutes of the May 22, 2007 meeting as printed.  Mr. Donahue made it unanimous.

Pat Riley was present and requested the Board’s approval of a Resolution.  Mr. Donahue read the Resolution proclaiming Raynham RAVE Volunteer Appreciation Week, June 3, 2007 through
June 9, 2007.  Mr. McKinnon motioned and Mr. Pacheco seconded to approve the Resolution proclaiming RAVE Volunteer Appreciation Week, June 3, 2007 through June 9, 2007.  Mr. Donahue made it unanimous. Ms. Riley informed all of the upcoming events during the week. The Board thanked RAVE for all that they do.

John McGary, Veterans Memorial Committee Chairman, was present and informed the Board about the following items:  The Committee was compiling a registry of Raynham veterans, both past and present; the Committee also had a list of Raynham residents who have made the ultimate sacrifice for their country; the Committee was looking at street signs to be erected at visible intersections naming the fallen veterans; the Committee was in the design phase of a proposed Veterans Memorial at Borden Colony.  He said that the Committee has received donations from the following:  Post 405 American Legion -$1000, Sons of the American Legion, Post 405 -$100, and St. Ann’s Knights of Columbus- $500.  Mr. McGary requested the Board appoint one additional member, Jim Banks of Elizabeth Drive, to the Veterans Memorial Committee.  Mr. McKinnon motioned and Mr. Pacheco seconded to appoint Jim Banks to the Veterans Memorial Committee.  Mr. Donahue made it unanimous.

John Robertson, MMA, was present and presented the Board with the following information: the MMA’s Massachusetts Partnership Act Advocacy Kit which explained in detail the proposals of the Act.  Mr. Robertson gave a brief overview of the Act.  He stated that the Partnership Act is a high priority for the MMA because so many municipalities were suffering structural deficits in their budgets.  He said a record number of communities were having override votes this spring. Mr. Donahue asked for a brief explanation of the Act’s proposals concerning the State’s Group Insurance Commission health plans. Mr. Robertson gave the Board a synopsis of the Act’s content regarding membership in the plans. Mr. Pacheco motioned and Mr. McKinnon seconded to table the Board’s decision of support on the Partnership Act for two weeks.  Mr. Donahue made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Pacheco stated that he has spoken to Bridgewater State College regarding entering into an internship program with students.  Mr. Pacheco motioned and Mr. McKinnon seconded to establish an internship program with the Bridgewater State College.  Mr. Donahue made it unanimous.

Mr. McKinnon said that the Town has been presented a gift of bunting to be hung at the Town Hall at the Fourth of July and Memorial Day.
Correspondence – The Board received from the West Bridgewater Board of Selectmen an invitation to attend a meeting on June 5, 2007 at 7pm.

Correspondence – The Board received from Captain Pacheco information regarding the McDonald’s sign with an arrow pointing to the entrance of McDonald’s from the southbound lane.  Captain Pacheco stated that he had spoken to the manager who immediately removed the arrow from the sign.

Correspondence - The Board received from the Town of Walpole information regarding 40B projects.

Correspondence – The Board received from Verizon a request that the Board sign the easement for the cell tower at King Philip and Gardiner Streets.  Mr. Donahue said that a Town vote at the Annual Town Meeting has authorized the request from Verizon.  Mr. McKinnon motioned and Mr. Pacheco seconded to sign the easement for Verizon.  Mr. Donahue made it unanimous.

Correspondence – The Board received a request for a tag day to sell raffle tickets for the Relay for Life on June 6, 2007.  Mr. McKinnon motioned and Mr. Pacheco seconded to approve the request for tag day for June 6, 2007.  Mr. Donahue made it unanimous.

Richard and Ann Armaral of 271 Leonard Street were present to express concerns regarding the possible construction of a casino in Middleboro.  Mr. Pacheco informed that he would contact the Middleboro Selectmen in an attempt to speak to them regarding the proposed casino.

8:57pm – Mr. McKinnon motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills, and Warrants, with no business to be conducted afterwards.  
Mr. Donahue made it unanimous.
