Board of Selectmen Minutes 09/25/2007
SEPTEMBER 25, 2007                                              BOARD OF SELECTMEN

Chairmen John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.

Present were John Donahue, Donald L. McKinnon and Joseph Pacheco.

Mr. Pacheco motioned and Mr. McKinnon seconded to accept the minutes of the September 18, 2007 meeting as printed.  Mr. Donahue made it unanimous.

Linda King, Town Treasurer, was present to remind all that the November 1, 2007 quarterly tax bill and sewer bills for January 1, 2007 through June 30, 2007 will be mailed by the end of the week.

Present for a Joint Meeting was Chris Bodensieck, Park & Rec Commissioner.  Mr. Bodensieck informed the Board that the Park & Rec Commission had interviewed the two candidates during the past week and unanimously recommended James Sullivan to the vacant position.  Mr. Bodensieck motioned and Mr. Pacheco seconded to appoint James Sullivan to the vacant position on the Park & Rec Commission through the next Town Election in April, 2008.  The vote was unanimous.

Chief Pacheco, Chief Andrews and Mr. Bettencourt were present to discuss the future use of the old Town Hall.  Mr. Bettencourt informed all that a study has been conducted to determine the use of the building for the Fire & Police Departments.  He said that a copy of the study has been forwarded to Capital Planning containing a budget for a completed project.  He stated that the proposed renovation to the building could be complete in approximately three years, which at that time could also be outdated.  He stated that the proposed project for the Fire & Police Departments would not suffice if the potential future growth of Raynham occurred.  Mr. Bettencourt, stating his own opinion, recommended to Capital Planning that a minimum of $75,000 in funds be allocated for the renovation of the Fire Department for suitable conditions.  Chief Pacheco thanked Mr. Bettencourt for his time spent in the study and agreed with the necessary renovations needed for the Police Department and the future for the Fire and Police Departments.  Chief Andrews also thanked Mr. Bettencourt for the time he spent with the men in his Department.  Chief Andrews stated that the $75,000 necessary to bring the Fire Department up to suitable conditions would only be a small bandage for the Department.  Mr. Donahue questioned the use of the old Selectmen meeting room and its current use.  He stated that the room is available for both Fire & Police Departments for training purposes.  Chief Pacheco commented on the audio room at the old Town Hall, which could be available space for storage.   He stated that a portion of the old Town Hall will be used by the DA’s Office.  Mr. Bettencourt agreed to talk to the men at the Fire Department asking what their priorities would be for a renovation.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Pacheco motioned and Mr. McKinnon seconded to reschedule the Town Meeting from November 14, 2007 to November 19, 2007 at 7pm.  Mr. Donahue made it unanimous.

Mr. McKinnon informed all that Channel 5 at 11pm on Thursday evening would be televising a special on the Special Education Budget.

Mr. Pacheco motioned and Mr. McKinnon seconded to extend the acceptance of applications for the vacant position on the Council on Aging until October 9, 2007.  Mr. Donahue made it unanimous.

Correspondence – The Board received from the ABCC a letter of approval for Occasions at Village South for a Cordial and Liqueurs Permit.

Correspondence –  The Board received a recommendation for approval from the Park & Rec for the Raynham Lions Club request of a one-day liquor license on the following dates:  October 14, November 10, January 18, February 2, February 15, March 28, April 13, May 3, May 17, 2007.  Mr. Pacheco motioned and Mr. McKinnon seconded to approve the dates as recommended by the Park & Rec as listed.  Mr. Donahue made it unanimous.

Correspondence – The Board received from the Commonwealth of MA Executive Office of Energy & Environmental Affairs, Department of Environmental Protection, notice that it was requiring additional information from the New England Recycling/G. Lopes Company of Broadway.


Correspondence – The Board received information regarding the temporary closure of Centerfields.
Mr. Buckner was requested to contact the ABCC to obtain information regarding the length of time a liquor license could remain dormant.

Correspondence - The Board received from Smith Financial Service, Inc. information regarding the return of funds from the Library 06-07 Operating Budget in the amount of $12,485.

Correspondence – The Board received from Cub Pack 29, Taunton a request for Tag Day on November 12, 2007 to sell candy bars.  Mr. Pacheco motioned and Mr. McKinnon seconded to approve the request for a tag day from Cub Pack 29 for November 12, 2007.  Mr. Donahue made it unanimous.

8:10pm – Mr. McKinnon motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, Executive Session re: Litigation, with no business to
be conducted afterwards.  Mr. Donahue made it unanimous.
