Board of Selectmen Minutes 10/23/2007
October 23, 2007                                                        BOARD OF SELECTMEN

Chairmen John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:03pm.

Present were John Donahue, Donald L. McKinnon and Joseph Pacheco.

Mr. Donahue informed all that the Board was returning from an Executive Session regarding Contractual Negotiations.

Mr. Pacheco motioned and Mr. McKinnon seconded to approve the minutes of the October 16, 2007 meeting as printed.   Mr. Donahue made it unanimous.

A plaque was presented in honor all present/past members of the Board of Selectmen.  Present were Raymond Platt, Donald Francis, Harry Carey and Marie Smith.  

Mr. Stolte was present and presented the Board with three articles.  Mr. Stolte requested the acceptance of the articles and the scheduling of a Special Town Meeting.  Mr. Pacheco motioned and Mr. McKinnon seconded to schedule a Special Town Meeting on November 19, 2007 at 6:45pm.  Mr. Donahue made it unanimous. Mr. Pacheco motioned and Mr. McKinnon seconded to open the Warrant for acceptance of articles for the Special Town Meeting.  Mr. Donahue made it unanimous.

Mr. Pacheco discussed the capabilities of CGI Videos.  Mr. Pacheco stated that CGI would visit the Town and videotape different places for a TV presentation.  Mr. Pacheco informed that the service is free and all cost is supplemented with advertising.  Mr. Pacheco motioned and Mr. McKinnon seconded to enter into agreement with CGI to videotape the Town of Raynham.  Mr. Donahue made it unanimous.

Mr. Pacheco informed all that the next Regional Task Force on Casino meeting is scheduled for
November 7, 2007, 6:30 PM at the Lakeville Library.

Mr. Donahue read correspondence from Chief Pacheco requesting two additional women Special Police Officers.  Because one of the applicants is related to the Chief, he asked that the Board appoint another officer, under MGL Chapter 268A, Section 23, to make the recommendations. Mr. Pacheco motioned and Mr. McKinnon seconded to appoint Lt. Al Smith to make the recommendations. Mr. Donahue made it unanimous.

Correspondence – The Board received a reminder of the Flu Clinic on November 13, 2007, 9-11am at the Senior Center.

Correspondence – The Board received from SRPEDD information regarding a GPI Aerial Photo Vendor.

Correspondence – The Board received from the Taunton River Watershed Study a list of their upcoming meetings.

Correspondence – The Board received from DOR information regarding available funds in the following amounts:  General Fund $56,052 and Sewer Enterprise Fund $710,474.
Correspondence – The Board received a request for Tag Day from the Greater Taunton Charitable Organization for November 17 & 18 at Market Basket.  Board Members concurred to take it under advisement for one week due to conflicting dates.

Correspondence – The Board received a request for a Special Police Officer from Amy E. Silva, 229 Chestnut Farm Way, Raynham.  Mr. Pacheco motioned and Mr. McKinnon seconded to forward the information to Chief Pacheco.  Mr. Donahue made it unanimous.

Correspondence – The Board received a copy of a complaint filed with the Attorney General’s Office regarding Rt. 44 Hyundai.  Board Members concurred to take under advisement for one week.

8:07pm – Mr. McKinnon motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, Executive Session re: Contractual Negotiations,
with no business to be conducted afterwards.  Mr. Donahue made it unanimous.
