November 6, 2007 BOARD OF SELECTMEN
Chairmen John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:04pm.
Present were John M. Donahue, Donald L. McKinnon and Joseph R. Pacheco.
Mr. Donahue informed all that the Board was returning from an Executive Session regarding Litigation.
Mr. Pacheco motioned and Mr. McKinnon seconded to approve the minutes of the October 30, 2007 meeting as printed. Mr. Donahue made it unanimous.
Susan Brougham, Bridgewater/Raynham High School Librarian and Danielle Oliari, Bridgewater- Raynham High School teacher, were present to request the Board’s support for an on-going program to raise funds that will furnish books to the High School Library. Mr. Luciano, Bridgwater/Raynham Regional School District, was present and said that the School Committee unanimously voted to support the Bridgewater/Raynham High School Regional Gift Book Program as put forth by Mrs. Brougham.
Mrs. Brougham stated that the current status of the High School level of books is below state standards.
Board members concurred to support the Bridgewater/Raynham High School Regional Gift Book Program.
Representative Flynn was present and informed the Board that he recently met with members of the Bridgewater Board of Selectmen and spoke to them regarding de-regionalization.
He stated that he opposed de-regionalization because there was no study on the financial or educational impacts on the community; nothing to show it would be beneficial to either Town. Representative Flynn spoke of the proposed commuter rail and said that studies are being conducted on a bus alternative, monorail and alternative routes. He also said that the funds for the rail are not available. Regarding gaming, he felt that slots should be allowed at all four race tracks. Mr. Donahue expressed concerns regarding revenues for the Town and the increasing property tax to residents. He asked if there were any aid at state level for the Town. Representative Flynn said there are lack of revenue at all levels. Mr. Donahue spoke of the recent proposal by the Governor for local aid regarding an
increase in hotel and meal tax. Representative Flynn asked the Board if they would be in favor of an increase in state sales tax of $0.01. Mr. Donahue said he would support such increase only if the state would guarantee the allocation of those funds.
Board members discussed the members to serve on the Fire Chief Search Committee. Members concurred on a eight member Committee consisting of the following: Board of Selectmen, Chief Andrews, former Chief Chappell, a Union Representative and two citizens at large. Mr. McKinnon suggested one of them be from the business community and perhaps John Noblin could suggest someone. Mr. Donahue said the Committee could meet in Executive Session when doing initial interviews but interviews of the final three candidates would have to be in public. Board Members agreed to accept letters of interest from citizens at large to serve on the Committee through November 20, 2007.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Board members concurred to re-schedule the time for the Board of Selectmen meeting on November 13, 2007 from 7pm to 6:30pm.
Mr. McKinnon informed all that there is a Borden Colony meeting scheduled for November 6, 2007 at 5pm.
Mr. Pacheco informed that the Regional Task Force on Casinos next meeting will be November 6, 2007, 7pm at the Lakeville Library.
Mr. Donahue thanked all especially the Park & Rec Department for the promotion of the safety for the children during the recent mosquito epidemic. A letter of thanks was requested to be forwarded to Park & Rec and Mr. Perry for their assistance in the matter.
Correspondence – The Board received from Rod Palmer a request to increase fees for certificates of inspection as follows: Nightclubs from $40 to $80 annually; Private Schools from $40 to $80 annually; Institutional Use from $75 to $150, renewed every 2 years; multi-family from $75 to $150, renewed every 5 years; Religious Places of Assembly from $40 to $80 renewed every 5 years; and Restaurants from $40 to $80 annually. Mr. Pacheco motioned and Mr. McKinnon seconded to accept the recommendations for the increase of fees on certificates of inspection. Mr. Donahue made it unanimous.
Correspondence – The Board received from the Bridgewater/Raynham Band & Chorus a request for a Tag Day on December 29, 2007. Mr. Pacheco motioned and Mr. McKinnon seconded to approve the request for the Bridgewater/Raynham Band & Chorus on December 29, 2007. Mr. Donahue made it unanimous.
Correspondence – The Board received information regarding the search for individuals to serve on the Superintendent Search Committee.
8:10pm – Mr. Pacheco motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, with no business to be conducted afterwards.
Mr. Donahue made it unanimous.
