November 13, 2007 BOARD OF SELECTMEN
Chairmen John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 6:30pm.
Present were John M. Donahue, Donald L. McKinnon and Joseph R. Pacheco.
Mr. Pacheco motioned and Mr. McKinnon seconded to approve the minutes of the November 6, 2007 meeting as printed. Mr. Donahue made it unanimous.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. Donahue read a memo from Mr. Buckner requesting that Town Counsel review several deeds to determine access to a landlocked cemetery near the corner of Leonard and Judson Street. Mr. Pacheco motioned and Mr. McKinnon seconded to forward the information to Town Counsel for review. Mr. Donahue made it unanimous.
Mr. McKinnon thanked all individuals involved in Raynham’s Annual Salute to Veterans which was held at the Raynham Middle School last Friday.
Mr. McKinnon suggested the Board of Selectmen step down from the Borden Colony Advisory Committee. He said that the Chairs of the Committee are the Park & Recreation and Conservation Commission representatives. Mr. McKinnon suggested that if the Board favored the recommendation, that the Borden Colony meeting minutes be forwarded to Mr. Buckner for review. Mr. Donahue requested to table for one week.
Mr. Pacheco informed all that the next meeting of the Regional Task Force on Casinos will be December 19, 2007, 7pm at the Lakeville Library.
Mr. Donahue reminded all of openings on the Fire Chief Search Committee.
Mr. McKinnon suggested advertising the breakdown for the Fire Chief’s involvement in the Fire service versus the Ambulance service.
Correspondence – The Board received information from SRPEDD on the process of conducting a full alternative analysis and environmental review for the South Coast Transit Project.
Correspondence – The Board received information regarding the search for individuals to serve on the B-R Superintendent Search Committee.
Correspondence – The Board received a request from the Commonwealth of MA, Executive Office of Health & Human Services, Department of Social Services to host an exhibit on Adoption & Foster Homes. Board members agreed to table for one week.
Correspondence – The Board previously received a request from a residence to construct a crosswalk at the corner of Quequechan Circle and North Main St. Mr. Stolte was present and said he had forwarded information regarding the safety effects of a crosswalk. Mr. Stolte stated that the traffic engineer’s recommendation was not to construct the requested crosswalk. Mr. McKinnon said that a previous request was forwarded for a sidewalk at the Library and the Stone Church. Mr. Donahue recommended Board members review the packet as submitted by Mr. Stolte.
Mr. Stolte informed the Board that Aquaria would be installing a pipeline in front of Waste Management’s transfer station and requested that the construction take place during the evening hours so as not to interrupt the operations of the Transfer Station. The Board concurred.
7:03m – Mr. Pacheco motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, Executive Session re: Collective Bargaining with no business to be conducted afterwards. Mr. Donahue made it unanimous.
