Board of Selectmen Minutes 11/27/2007
November 27, 2007                                               BOARD OF SELECTMEN

Chairman John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:06pm.

Present were John M. Donahue, Donald L. McKinnon and Joseph R. Pacheco.

Mr. Pacheco motioned and Mr. McKinnon seconded to approve the minutes of the November 20, 2007 meeting as printed.   Mr. Donahue made it unanimous.

Mr. McKinnon said that John Noblin and Marie Smith would serve as members on the Fire Chief Search Committee.  Mr. Pacheco motioned and Mr. McKinnon seconded to appoint Mr. Noblin and Mrs. Smith as members of Fire Chief Search Committee.  Mr. Donahue made it unanimous.

Mr. Donahue recommended the Fire Chief Search Committee meet next Tuesday evening at 6:30 PM and requested Mr. Buckner contact all members to so advise.

Mr. Donahue read correspondence from Anne Avelino requesting to serve wine at Designs by Ann’s Floral & Gift Studios on November 28, 2007, 5-7pm for a Taunton Area Chamber of Commerce Business After Hours event.  
Mr. Pacheco motioned and Mr. McKinnon seconded to approve the request to serve wine at Designs by Ann’s Floral & Gift Studios on November 28, 2007, 5-7pm during a Chambers of Commerce Business After Hours event, pending the approval from Chief Pacheco.  Mr. Donahue made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon spoke of the quorum required for the Town Meetings and suggested a joint meeting with Town Departments in January to discuss the proposed actions suggested at the last meeting.  Mr. McKinnon suggested an article be placed on the May Town Meeting Warrant reducing the quorum requirement from 75 to 50.  Mr. Pacheco stated that he had no issues with the reduction in the quorum numbers, especially after the last Town Meeting.  Mr. Buckner was requested to seek Town Counsel’s advice on the statue and any requirements for the Town Meeting quorum. Town Moderator Bill Tripp will also be contacted.

Due to reasons stated at the Board’s meeting two weeks ago, Mr. McKinnon motioned and Mr. Pacheco seconded to withdraw the Board of Selectmen position from the Borden Colony Advisory Committee.  Mr. Donahue made it unanimous. Mr. Donahue emphasized that the Advisory Committee’s role only includes the agricultural portion of Borden Colony. The Park and Recreation Commissioners are elected to oversee park lands including the recreational part of Borden Colony.
Mr. McKinnon suggested that the Advisory Committee meet at 7pm to accommodate individuals from Park & Recreation.  He also requested an update on the lease agreement for Borden Colony.

Mr. Pacheco stated that he attended RAVE’s Craft Fair over the past weekend and thanked all who contributed to the fair.

Mr. Donahue informed all that kindergarten teacher Mrs. Leahy would be retiring at the end of the school year.

Mr. Pacheco motioned and Mr. Donahue seconded to forward a letter of thanks to the High School Building Committee, Senator Pacheco and Representative Flynn for all their assistance in the new High School.  The vote made it unanimous.  Mr. McKinnon abstained from the vote.

Correspondence – The Board received from Chief Pacheco a letter of commendation for Detective David LaPlante.  Mr. McKinnon motioned and Mr. Pacheco seconded to acknowledge the letter and congratulate Detective LaPlante on his outstanding performances.  Mr. Donahue made it unanimous.

Correspondence – The Board received an invitation to tour the potential Middleboro alignment for the South Coast Rail Project on November 30, 2007.

Correspondence – The Board received a request from the South Shore Horsemen’s Council to conduct horse shows on May 11, 2008, June 22, 2008 and August 24, 2008.  Mr. Pacheco motioned and Mr. McKinnon seconded to approve the requested dates pending notification to the Fire and Police Departments.  Mr. Donahue made it unanimous.

Correspondence - The Board received a request from Gilly’s Pub, Inc. for the transfer of the all-alcoholic beverage license from the former Centerfield’s Bar & Grill.  Mr. Pacheco motioned and Mr. McKinnon seconded to schedule a Public Hearing on December 11, 2007 at 7:15pm.  Mr. Donahue made it unanimous.

7:53pm – Mr. Pacheco motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, with no business to be conducted afterwards.  
Mr. Donahue made it unanimous.
