December 4, 2007 BOARD OF SELECTMEN
Chairmen John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:06pm.
Present were John M. Donahue, Donald L. McKinnon and Joseph R. Pacheco.
Mr. McKinnon motioned and Mr. Pacheco seconded to approve the minutes of the November 27, 2007 meeting as printed. Mr. Donahue made it unanimous.
Mr. Luciano and Mr. Lalli, from the Board of Assessors, were present. Mr. Luciano informed all that there will be an interim adjustment of real estate values and that the override amount for the June Town Meeting printed in the Taunton Gazette recently was incorrect. Mr. Lalli stated that, based on an average home in the Town of Raynham valued at $377,400, the average tax increase per household per year would be $158.51. Mr. Luciano presented the Board with a spreadsheet outlining the debt for Raynham. Mr. Luciano informed all of the third and fourth quarter bills and due dates for residents. Mr. Luciano said the Assessors would schedule a meeting with the Board in January for a Classification Hearing.
Mr. Buckner informed the Board that interviews were conducted during the past week for the vacant position of Sealer of Weights and Measures and that he and Mr. Welch were recommending Annmarie Farrell, 277 Ramblewood be appointed to the position. Mr. McKinnon motioned and Mr. Pacheco seconded to appoint Annmarie Farrell to the position as Sealer of Weights and Measures beginning January 1, 2008. Mr. Donahue made it unanimous. Mr. McKinnon requested letters of thanks be forwarded to the other applicants.
Mr. Donahue said that Aquaria had forwarded to the Town the remaining portion of the mitigation agreement in the amount of $200,000. Mr. Donahue reviewed the Right of Way License including the mitigation package and thanked everyone who had worked for many months on the project with Aquaria. Mr. McKinnon motioned and Mr. Pacheco seconded to approve and sign the License Agreement with Aquaria. Mr. Donahue made it unanimous.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. McKinnon motioned and Mr. Pacheco seconded to forward a letter of thanks to Mr. Glavin for his response to the recent emergency at Gilmore Hall. Mr. Donahue made it unanimous.
Correspondence – The Board received a consumer complaint regarding Jimmy’s Suzuki on Rt. 44. Board members suggested the consumer contact the Attorney General’s Office.
Correspondence – The Board received a request to waiver renewal fees for a building permit in the amount of $1230 from Intoccia Construction. Mr. Buckner said that Mr. Palmer requested an amount of 10% be charged to the applicant for administrative costs with the remaining balance waived. Mr. McKinnon motioned and Mr. Pacheco seconded to waiver the renewal fees for a building permit for Intoccia Construction, pending a charge of 10% to the applicant for administrative costs as recommended by Mr. Palmer. Mc. Donahue made it unanimous.
Correspondence – The Board received the Fire Department’s call log for the month of November.
Correspondence – The Board received from the Highway Department a request to purchase one 2007 Morbark Wood Chipper in the amount of $43,000. Mr. Stolte informed the Board that the funds were approved at the November Town Meeting on Article #1. Mr. McKinnon motioned and Mr. Pacheco seconded to approve the purchase of the Morbark Wood Chipper in the amount of $43,000 for the Highway Department. Mr. Donahue made it unanimous.
Correspondence – The Board received a notice that the Annual Lighting of Raynham would take place on December 14, 2007, rain date December 15, 2007.
Mr. McKinnon motioned and Mr. Pacheco seconded to forward a request to the Department of Revenue, regarding the recent mitigation funds received from Aquaria, to have free cash re-certified. The hope was to have the money transferred to the Stabilization account in May. Mr. Donahue made it unanimous.
8:20pm – Mr. McKinnon motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, with no business to be conducted afterwards.
