Board of Selectmen Minutes 12/18/2007

December 18, 2007                                               BOARD OF SELECTMEN

Chairmen John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:11pm.

Present were John Donahue, Donald L. McKinnon and Joseph R. Pacheco.

Mr. McKinnon motioned and Mr. Pacheco seconded to accept the minutes of December 11, 2007 meeting as printed.  The vote made it unanimous.

Mr. Donahue said that the Board has received a request for re-appointment as Constable from Charles Rose of Bourne, MA.  Mr. McKinnon motioned and Mr. Pacheco seconded to appoint Charles Rose as Constable for one year.  Mr. Donahue made it unanimous.

Mr. McKinnon motioned and Mr. Pacheco seconded to approve the renewal of Alcoholic Beverage Licenses, Entertainment Licenses, Class 1, 2, & 3 Auto Dealer Licenses and other Miscellaneous Annual Licenses as printed, pending payment in full of all taxes and fees.  Mr. Donahue made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon motioned and Mr. Pacheco seconded to petition the Massachusetts General Court to
establish a Raynham Development Revolving Fund as authorized by Town Meeting.  Mr. Donahue made it unanimous.

Mr. Donahue said that the Board received from Applebee’s a request for a transfer of the alcoholic beverage license and stock. Mr. McKinnon motioned and Mr. Pacheco seconded to schedule a Public Hearing on January 8, 2008 at 7pm regarding the transfer of the license and stock at Applebee’s.  Mr. Donahue made it unanimous.

Mr. McKinnon informed that he received a phone call from a resident at Forge River Parkway expressing concerns regarding a street light at the corner.  Mr. Buckner stated that the roadway has not been accepted yet by the Town, although the Town is currently working with TMLP for the installation of street lights.

Mr. Pacheco motioned and Mr. McKinnon seconded to forward letters of thanks to the Highway Department for a job well done during the recent snowstorms.  Mr. Donahue made it unanimous.

Mr. Pacheco stated that he attended the meeting held today at the State House regarding casinos in the State of Massachusetts.  

Mr. Donahue informed all that the School District is requesting the Town to appoint a member of the Board to serve on a Committee regarding possible amendments to the Regional Agreement.  Mr. Donahue said that the Committee would consist of a member from each Board of Selectmen, Raynham and Bridgewater, along with two School Committee members.  Mr. McKinnon motioned and Mr. Pacheco seconded to appoint Mr. Donahue to the Committee.  Mr. Donahue accepted the appointment.  

Mr. Donahue explained the procedure to follow regarding de-regionalization of the schools if it would to take place.

Mr. Donahue informed all that the Fire Chief Search Committee had met and is currently working on the formal job description and job posting for the position.

Correspondence – The Board received information from Aquaria regarding the pipeline construction along Thrasher and King Philip Street.

Correspondence – The Board received from the Bristol-Plymouth Regional Technical School District an invitation to attend a meeting on December 21, 2007 at 9AM to elect a representative from the member communities to represent them as part of the management team with the School Committee for the purpose of upcoming collective bargaining with the School Distict’s unions.

7:47pm – Mr. McKinnon motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, with no business to be conducted afterwards.  
Mr. Donahue made it unanimous.
