Board of Selectmen Minutes 02/12/2008
February 12, 2008                                               BOARD OF SELECTMEN

Chairmen John Donahue called the regular meeting of the Raynham Board of Selectmen to order at 7:06pm.

Present were John Donahue, Donald L. McKinnon and Joseph R. Pacheco.

Mr. Pacheco motioned and Mr. McKinnon seconded to accept the minutes of February 5, 2008 meeting as printed.  The vote made it unanimous.

Mr. Donahue informed all that the Board was returning from an Executive Session, prior to the Town Meeting, regarding Contract Negotiations.

Mr. Stolte was present and updated the Board on the Highway Department.  Mr. Stolte said that FY09 budget for the Highway Department has been completed and forwarded to the Finance Committee.  Mr. Stolte stated that with the budget cuts in the upcoming year, infrastructure articles would not be going forward.
Mr. Donahue reminded all that this could be a year in which certain items will not be moving forward, and thanked all the Departments in the Town for the efforts being taken.  Mr. Stolte said that funds are being moved for the maintenance of vehicles.  He said that the street repair last year totaled $21,000, which was mostly for patching material.  The roof on the Highway Department Garage was painted last year along with some repair, but Mr. Stolte brought to the attention of the Board that a new roof will need to be completed within the next year or two at a cost of approximately $70,000.  Mr. Stolte suggested an increase in car stickers for the upcoming year and that the budget so far for snow/ice is $106,000.

Mr. Bettencourt was present and informed the Board that the ADA work on the Highway Department garage was going to bid this week. He also updated the Board on the Fire Department renovations, which are presently in need of engineering designs for approval.

Mr. Buckner’s Town Administrator’s Report was reviewed.
Board Members asked for Mr. Buckner to schedule a meeting with Mr. Gay from GATRA accordingly.

Mr. McKinnon said that the recent loss of Mr. Pillsbury saddened many as he was a founding father of modern Raynham.

Mr. Pacheco informed that he attended a meeting last Thursday in Middleboro regarding the proposed Casino.  He said that in attendance were members from the Wampanoag tribe and that members of the Middleboro Resort Advisory Board would like to visit Raynham to discuss the Casino. Mr. McKinnon motioned and Mr. Pacheco seconded to invite the Middleboro Committee to attend next week’s meeting.  Mr. Donahue made it unanimous.
Mr. Pacheco also informed that the next Casino Task Force Meeting would be next week.

Mr. Donahue informed that the Regional Agreement Study Committee met recently and has begun to highlight items within the agreement for change.  Mr. Donahue said that the Committee would have the suggested changes completed by the end of March, but the remaining topics of discussion, such as the High School disposition will take the Committee through the summer months.
Mr. McKinnon motioned and Mr. Pacheco seconded to appoint Mr. Donahue as the Board’s appointee to serve on the Regional Agreement Study Committee effective April 26, 2008.  Mr. Donahue accepted the appointment and informed that he would update the Board throughout the completion of the project.

Correspondence – The Board received a response from the Department of Transportation regarding the Rt. 138/Rt. 495 Traffic Light Project.

Correspondence – The Board received from MMA information regarding the FY2009 Local Aid Resolution.

Correspondence – The Board received from the Town of Bridgewater information regarding a Board vacancy for a remaining term of 1 year.  Mr. Pacheco motioned and Mr. McKinnon seconded to forward to Attorney Antine for review.  Mr. Donahue recommended the information be forwarded to Attorney Emerson.  Mr. McKinnon motioned and Mr. Pacheco seconded to amend the motion to forward the information to Attorney Emerson.  Mr. Donahue made it unanimous.

Correspondence – The Board received from Mr. McCarthy information on a workshop regarding Expedited Permitting (Chapter 43D) on February 25, 2008 at 5:30pm.

Correspondence – The Board received requests for Tag Days as follows:  Teen challenge, February 19, 20, and 21; Disable American Veterans, Forget-me-knots, on August 8, 9, 10 and September 26, 27 & 28, 2008.  Mr. Pacheco motioned and Mr. McKinnon seconded to approve the request for tag days as listed. Mr. Donahue made it unanimous.

8:13pm – Mr. Pacheco motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing bills, Executive Session re: Litigation, with no business to be conducted afterwards.  Mr. Donahue made it unanimous.
