Board of Selectmen Minutes 05/20/2008
May 20, 2008                                                    BOARD OF SELECTMEN

Chairmen Joseph R. Pacheco called the regular meeting of the Raynham Board of Selectmen to
order at 7:06pm.

Present were Joseph R. Pacheco, Donald L. McKinnon, and Marie Smith.

Mr. McKinnon motioned and Mrs. Smith seconded to accept the minutes of the May 13, 2008 meeting.  The vote made it unanimous.

Mr. Pacheco informed all that the Board was returning from an Executive Session.

Mr. Montagano, Assistant Veteran Administrator, presented the Board with a certificate honoring the flag that it presently flying at Town Hall.  Mr. Montagano stated that the certificate states that the flag previously had flown over the Capitol in Washington DC.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Buckner informed that a request was received from Mr. Stolte to shorten the interval timing at Tracy’s Corner traffic signals to aid the reduction of wait time at all approaches.  Mr. McKinnon stated that the traffic signals at Tracy’s Corner had not been in favor of traffic exiting St. Ann’s Church during mass schedules on either Saturday or Sunday.  Mr. McKinnon stated that Mr. Stolte previously promised, in writing, that the traffic signals at Tracy’s Corners would aid the issue of exiting St. Ann’s Church.  Mr. McKinnon suggested contacting Mr. Stolte to discuss the issue with the exiting for St. Ann’s Church prior to the shortening of intervals.

Mr. Buckner said that a request has been received from the Reed’s Brothers for the rental of the farm stand on King Philip Street for the mid-summer to mid-fall season.  The Borden Colony Advisory Committee requested that if the request was approved, all materials-wooden crates, trailer, etc. be removed at the end of the rental period.  Mr. McKinnon motioned and Mrs. Smith seconded to approve the rental of the farm stand for the Reed’s Brothers pending the acceptance of the removal of all materials as requested by the Borden Colony Advisory Committee.  Mr. Pacheco made it unanimous.

Mr. McKinnon informed all that the next Veterans Memorial Committee meeting would be held on Thursday, May 2, 2008.
Mr. McKinnon spoke of the State’s Municipal Revenue Growth Factor and the calculations associated with the plan.  Mr. Pacheco read correspondence from both Senator Pacheco and Representative Flynn regarding the calculation and the factors affecting Raynham.  Mr. McKinnon suggested scheduling a joint meeting with the Department of Education, School Committee, Senator Pacheco and Representative Flynn sometime during the summer months to discuss the Municipal Revenue Growth Factor for Raynham.  

Mr. Pacheco concurred with Mr. McKinnon as to Raynham’s calculation for the Municipal Revenue Growth Factor and agreed to Mr. McKinnon’s suggestion of a joint meeting with the Department of Education.
Mr. Pacheco informed that he attended the ground breaking at the North Raynham Water District new well location over the weekend.

Correspondence – The Board received information regarding the Memorial Day game of the Brockton Rox on May 26, 2008.

Correspondence – The Board received information from the MMA regarding the Senate Budget.

Correspondence – The Board received a request from Chief Pacheco to charge interest on outstanding bills for police details.  Chief Pacheco requested that interest be applied to bills unpaid for over 30 days at a rate of 14%.
Mr. McKinnon motioned and Mrs. Smith seconded to approve the request from the Police Department to charge interest on police detail bills after 30 days.  Mr. Pacheco made it unanimous.

Correspondence – The Board received from Mr. McCormick, Judson Street, a request for the monitoring of traffic during the AM and PM hours for speeding motor vehicles.  Board members concurred to forward the request to Chief Pacheco.

Correspondence – The Board received request for tag days as follows:  Happy Hearts, Berkley on June 20, June 30 and July 3, 2008; Taunton Youth Club and Cheerleading on August 14, 15, 16 & 17, 2008; Taunton Eastern Little League on June 6 and July 8, 2008.  Mr. McKinnon motioned and Mrs. Smith seconded to approve the tag days as listed.  Mr. Pacheco made it unanimous.

Mr. McKinnon thanked all residents who attended the Town Meeting on Monday.

8:02pm – Mr. McKinnon motioned and Mrs. Smith seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  
Mr. Pacheco made it unanimous.
