Board of Selectmen Minutes 05/27/2008
May 27, 2008                                                    BOARD OF SELECTMEN

Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:06pm.

Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.

Mr. Pacheco informed all that the Board was returning from an Executive Session regarding Litigation.

Mrs. Smith motioned and Mr. McKinnon seconded to approve the Order of Taking for the land known as Terrier Way as authorized by Town Meeting.  Mr. Pacheco made it unanimous.

Mr. McKinnon reminded all that the Board was beginning its summer meeting schedule next week, therefore, the Board of Selectmen’s next meeting was scheduled for June 10, 2008.

Mr. McKinnon discussed the Municipal Revenue Growth Factor and the assessment per child that Raynham is paying. Because Raynham is paying $600 per child more than the Town of Bridgewater, the net result is about $1.2 million, 2/3 of which goes to Bridgewater students. Mr. McKinnon suggested a joint meeting between Raynham’s Board of Selectmen, Representative Flynn and Senator Pacheco prior to a requested meeting with the Department of Education, Bridgewater/Raynham School Committee and the Finance Committee where they would discuss the possibility of municipalities entering into a Regional Agreement paying the same amount per student as the sister community.  Mr. McKinnon motioned and Mrs. Smith seconded to forward correspondence to Senator Pacheco and Representative Flynn regarding the formula used for the current Municipal Revenue Growth Factor along with a request to schedule a joint meeting with the suggested Committees and Departments.  Mr. Pacheco made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Pacheco reminded all of the Cable TV hearing on June 24, 2008 and urged all to attend.

Mr. McKinnon informed all that a plaque at the Four Corners dedicated to Sergeant Jared Monti has been gifted by Manny Rocha.  Mr. McKinnon said that the Veterans Memorial Committee would place the remaining plaques around Town to honor fallen soldiers following the completion of the Veterans Memorial at Borden Colony.  Mr. McKinnon clarified a recent article in the Brockton Enterprise where as it stated that the Board of Selectmen voted to approve the dedication of plaques of fallen soldiers; when actually it was the Veterans Memorial Committee who had unanimously voted to approve the dedication of plaques around Town.

Mrs. Smith informed all that she attended the Memorial Day dedication at Post 405 and was honored to present the wreath.  Mrs. Smith also thanked the American Legion for their presentation of a gift in the amount of $5,000 to the Veteran Memorial Fund.

Correspondence – The Board received a request for a car wash from the Apponequet High School Class of 2011 for June 22, 2008.  Mrs. Smith motioned and Mr. McKinnon seconded to approve the request for a car wash pending approval from the Water District.  Mr. Pacheco made it unanimous.

7:35pm – Mrs. Smith motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills with no business to be conducted afterwards.  Mr. Pacheco made
it unanimous.
