Board of Selectmen Minutes 09/23/2008

September 23, 2008                                              BOARD OF SELECTMEN

Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.

Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.

Mr. Pacheco informed all that the Board was returning from an Executive Sessions regarding Litigation.  Mr. Pacheco also informed all that the Board held an Emergency Meeting on Friday, September 20, 2008 regarding the Building Department.

Mrs. Smith motioned and Mr. McKinnon seconded to accept the minutes of the September 17, 2008
meeting as printed along with the minutes of the Emergency Meeting on September 20, 2008.  The vote made it unanimous

Kevin Ellis was present and presented the Board with information regarding estimates received for the future renovation of a room at the Middle School to be used as the cable studio.

Mr. Ellis reminded all of Pride Day on Sunday, September 28, 2008,

Mr. McKinnon motioned and Mrs. Smith seconded to approve a portion of Borden Colony to be used as a Community Garden.  Mr. Pacheco made it unanimous.
Mr. McKinnon informed that he had spoken to a local farmer who would be willing to work with Raynham residents as an advisor.
Mr. Pacheco read a letter from Erika Ueberbacher, Conservation Agent, stating the support of Conservation, Borden Colony Advisory Committee and Park & Recreation for a Community Garden initiative and a willingness to move forward with creating it on a portion of Borden Colony.
Mr. McKinnon motioned and Mrs. Smith seconded to appoint a study committee comprised of Conservation Commission, Borden Colony and Park & Recreation, to look into the feasibility of a Community Farm at Borden Colony with a December 1, 2008 submittal date for information compiled by the Committee.  Mr. Pacheco made it unanimous.

Mr. Newfield had submitted a list of 10 mitigation measures to the Board regarding the proposed future Commuter Rail.  Mrs. Smith motioned and Mr. McKinnon seconded to accept the list and forward to SRPEDD.  Mr. Pacheco made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon commented on the list of mitigation measures being submitted to SRPEDD and stated that the list was compiled from many items including what Mrs. Smith requested for the school.

Mr. Pacheco informed that the Commuter Task Force’s next meeting is scheduled for October 23, 2008.

Correspondence – The Board received information from the Executive Office of Transportation regarding technical services available related to the proposed South Coast Rail project.  Mrs. Smith motioned and Mr. McKinnon seconded to have Mr. Buckner consult with SRPEDD in filling out the requested form.  Mr. Pacheco made it unanimous.

Correspondence – The Board received from James F. Gaffney III of Pleasant Street a request to research the ownership of a parcel adjacent to his property.  Board members concurred to refer Mr. Gaffney to Mr. Amaral at the Registry of Deeds.

Correspondence – The Board received a copy of Senator Flynn’s correspondence to the MA Highway Commission informing them of the dangers at the intersection of Rt. 44 and Orchard Street.

Correspondence – The Board received from the North Raynham Water District a request to waive administration fees for Police details during the construction of their water filtration plant.  Mrs. Smith motioned and Mr. McKinnon seconded to approve the waiver of administration fees for Police detail during the construction of the water filtration plant.  Mr. Pacheco made it unanimous.

Correspondence – The Board received from Great American Pub a request to schedule a Public Hearing regarding the transfer of stock and a change of officer.  Mrs. Smith motioned and Mr. McKinnon seconded to schedule a Public Hearing on October 7, 2008.  Mr. Pacheco made it unanimous.

Correspondence – The Board received a request for a Tag Day from Daisy Troop 80089 for cookie sales on December 13, 2008.  Mrs. Smith motioned and Mr. McKinnon seconded to approve the Tag Day for Daisy Troop 80089 for a cook sale on December 13, 2008.  Mrs. Pacheco made it unanimous.
7:41pm – Mr. McKinnon motioned and Mrs. Smith seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, with no business to be conducted afterwards.  
Mr. Pacheco made it unanimous.
