Board of Selectmen Minutes 10/07/2008
October 7, 2008                                                 BOARD OF SELECTMEN

Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:00pm.

Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.

Mrs. Smith motioned and Mr. McKinnon seconded to accept the minutes of the September 30, 2008 meeting as printed.  The vote made it unanimous

Mr. Pacheco informed all that the Board was returning from a Special Meeting held to interview three candidates for the position of Building Commissioner.

Chief Januse presented to the Board the Fire Department’s Monthly Activity Report for September.

Mrs. Smith motioned and Mr. McKinnon seconded to take under advisement for one week the decision for the position of Building Commissioner.  Mr. Pacheco made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

All Board Members recently attended the testimonial on behalf of ex-Fire Chief Andrews.

Mr. Pacheco informed all that the Casino Task Force Meeting scheduled for October 23, 2008 has been cancelled.

Correspondence – The Board received an invitation to the Open House at Bristol-Plymouth Regional High School on October 18, 2008.

Correspondence – The Board received information from MMA on the special November 7th Statewide Workshop on the MA Green Communities Act.

Correspondence – The Board received a letter of interest from Laraine Nickerson, 36 First Street, Raynham for the vacancy on the Council of Aging.  Board Members agreed to forward the letter to the Council of Aging.

Correspondence – The Board received a letter of confirmation from Attorney Antine that he had filed the Certification of Compliance for Town Hall, 558 South Main Street with the Registry of Deeds.

7:15pm-Public Hearing – Coldunski Inc., d/b/a Great American Pub, transfer of stock, change of officer and pledge agreement.  Walter Collins and Attorney Aieta were present and informed the Board that the change is due to one officer/shareholder being bought out by the other two.  Mr. Collins will remain as manager of the Great American Pub.  The Board was informed that South Coastal Bank of Rockland requested a pledge agreement for a refinancing.  
Mr. Collins said that he will be remaining on the premises to conduct the day to day operations of the business.  Mrs. Smith motioned and Mr. McKinnon seconded to accept the transfer of stock, change of officer and pledge agreement.  Mr. Pacheco made it unanimous.
Correspondence – The Board received a request for a Motorcycle Run on October 12, 2008 from Steve’e Custom Cycles.  Mrs. Smith motioned and Mr. McKinnon seconded to approve pending approval from the Police Department.  Mr. Pacheco made it unanimous.

Correspondence – The Board received a copy of a letter of commendation from the Town of Bridgewater for Officer Beatrice on his outstanding work on September 19, 2008.  Mrs. Smith motioned and Mr. McKinnon seconded to forward a letter of commendation to Officer Beatrice.  Mr. Pacheco made it unanimous.

Correspondence – The Board received the findings from the ABCC on two establishments located in Raynham who were in violation of the law for sale of alcohol to a minor.  The following was determined by the ABCC:  Peddler’s Loft, suspended license for three days and Gilly’s Pub, suspended license for four days.  
Mr. McKinnon requested that Mr. Buckner obtain information regarding the violation against Peddler’s Loft to see if the alcohol was sold from inside the building or outside on the deck.

Correspondence – The Board received from George Moniz, Raynham Laundry Center, a request for an application for a seasonal wine and beer license.  Board Members asked Mr. Buckner to obtain additional information regarding the request. Mrs. Smith motioned and Mr. McKinnon seconded to table the application.  Mr. Pacheco made it unanimous.

7:35pm – Mrs. Smith motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, with no business to be conducted afterwards.  Mr. Pacheco made it unanimous.
