October 21, 2008 BOARD OF SELECTMEN
Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.
Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.
Mrs. Smith motioned and Mr. McKinnon seconded to accept the minutes of the October 14, 2008
meeting as printed. The vote made it unanimous
Pat Riley and Michelle Ennis were present to update the Board on programs with RAVE.
Mr. Bettencourt was present and updated the Board on the construction for the Highway Department Garage and Fire Department. He said that both projects should be fully completed within two weeks. Mr. Bettencourt stated that the Finance Committee approved an emergency distribution of funds in the amount of $2400 for repair to the Fire Department roof although the repair is only minimal.
He said that the entire roof on the Fire Department building would need to be replaced
eventually. The budget of $75,000 for the Fire Department construction along with the budget for the Highway Department Garage was not fully spent according to Mr. Bettencourt. Mr. Bettencourt reminded the Board that he previously recommended all Town buildings be maintained by someone who would be able to inspect and repair when necessary. Mr. McKinnon agreed that the Town does need a maintenance person to oversee the Town buildings.
Mrs. Smith motioned and Mr. McKinnon seconded to appoint Edward Gardner as Building Commissioner. Mr. Pacheco made it unanimous.
Mr. Gardner thanked the Board and looks forward to working with everyone in the Town.
Mrs. Smith motioned and Mr. McKinnon seconded to appoint Barbara Scott and Laraine Nickerson to Council on Aging. Mr. Pacheco made it unanimous.
Mrs. Smith reminded all that the Veteran Memorial brick fundraiser is ongoing and forms to order the bricks are available in the Veterans Office.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mrs. Smith motioned and Mr. McKinnon seconded to accept the Special Town Meeting Warrant as printed. Mr. Pacheco made it unanimous.
Mr. Pacheco informed all that he attended the Open House recently at Bristol/Plymouth Regional High School. Mr. Pacheco said that the project for traffic lights at Rt. 38/Rt. 495 are still on schedule.
Mr. Pacheco spoke of the recent State cuts and was glad to see that the cuts to local aid were not affected. Mrs. Smith motioned and Mr. McKinnon seconded to forward correspondence to the Governor and Lt. Governor thanking them for avoiding cuts to local aid. Mr. Pacheco made it unanimous.
Correspondence – The board received information from MMA regarding Budget Alerts.
Correspondence – The Board received an application for entertainment from Gilly’s Pub at 524 Broadway.
Mr. Buckner informed that the previous owners were requested to install sprinklers for entertainment.
Candice Gomes, owner/operator of Gilly’s Pub, was present to inform the Board of their request for entertainment at the establishment along with an apology for the violation which occurred recently with the ABCC. Mrs. Gomes stated that the former Fire Chief was questioned regarding the entertainment license and informed her that as long as one section of the dining was closed during the entertainment, that the establishment would be within the fire code guidelines. Mr. Pacheco recommended a Public Hearing be scheduled. Mrs. Smith motioned and Mr. McKinnon seconded to schedule a Public Hearing on November 4, 2008 at 7:15pm with Fire Department and Building Inspector present. Mr. Pacheco made it unanimous.
Correspondence – The Board received from the Highway Department a request for approval of design engineer contract for the MORE Grant project. Mrs. Smith motioned and Mr. McKinnon seconded to approve the agreement for design engineer contract pending the signing of the MORE Grant. Mr. Pacheco made it unanimous.
8:15pm – Mrs. Smith motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.
Mr. Pacheco made it unanimous.
