November 10, 2008 BOARD OF SELECTMEN
Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:03pm.
Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.
Mr. McKinnon motioned and Mrs. Smith seconded to accept the minutes of the November 4, 2008
as printed. Mr. Pacheco made it unanimous
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. Buckner reminded all that the Special Town Meeting is scheduled for November 17, 2008.
Mr. McKinnon discussed the withdrawal of mitigation funds for the Walpole and Norfolk prisons.
Mr. McKinnon informed that he will be requesting a period of time during the Town Meeting to discuss the Superintendency / De-regionalization of the schools. Mr. McKinnon said that he would be attending the American Legion celebration for Veterans tomorrow at 11AM.
Mrs. Smith said that she enjoyed the Salute to Veterans at the Middle School celebration on Friday.
Mr. Pacheco informed all that the Friends of the Library will be hosting a Book Sale on November 15, 2008 and is looking for donations of old/used books for the sale.
7:15pm – Public Hearing, Adoption of the Layout Plan for Thrasher Street/E. Britannia St.
Mr. Buckner presented the Board with the plans approved by the Planning Board for the alteration/relocation of Thrasher Street/E. Britannia St. Mrs. Smith asked if the plans have been presented to Conservation. Mr. Buckner stated that Mr. Stolte was to present a copy to the Conservation Commission. Mr. Buckner stated that he believes there does not seem to be an issue with the acceptance of the Plans; the issue was in the actual construction.
Mr. McKinnon motioned and Mrs. Smith seconded to accept the Layout Plan as presented for alteration/relocation of Thrasher Street/E. Britannia St. Mr. Pacheco made it unanimous.
7:20pm – Interview with candidate for p/t Town Planner/Grant Writer position – Marilyn Whalley
Ms. Whalley informed the Board of her experiences throughout the past 25 years. Board members questioned Ms. Whalley as to her knowledge with TIF and GIS. Ms. Whalley stated that she has had experience with TIF’s although not as familiar with GIS. Mr. McKinnon informed that the Town Planner would be interacting with many Town Departments and with SRPEDD. Ms. Whalley said that she had had the opportunity to work with SRPEDD.
7:40pm – Interview with candidate for p/t Town Planner/Grant Writer position – William Newton
Mr. Newton informed the Board that he is a professional Planner and has worked for Central Mass Planning for the last 26 years in the City of Worcester. Mr. Newton stated that he is very familiar with TIF’s and GIS and would feel comfortable working with the different Departments in the Town. Mr. Pacheco informed Mr. Newton of the goals that the Town would like to see accomplished by the Town Planner.
Correspondence – The Board received the following requests for Tag Days: Brick House Pre-School, candy sale on November 30; Girl Scouts of Eastern MA, cookie sale for December 14, 19, 20 & 21, 2008 and January 3, 4, 9, 10, 11, 2009. Mr. McKinnon motioned and Mrs. Smith seconded to approve as recommended by Mr. Buckner. Mr. Pacheco made it unanimous.
8:07pm – Mr. McKinnon motioned and Mrs. Smith seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards. Mr. Pacheco made it unanimous.
