Board of Selectmen Minutes 12/9/2008
December 9, 2008                                                        BOARD OF SELECTMEN

Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:01pm.

Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.

Mr. McKinnon motioned and Mrs. Smith seconded to accept the minutes of the December 2, 2008
as printed.  Mr. Pacheco made it unanimous

7:02pm-Public Hearing-Tax Classification.
Present was Mr. Lalli, Mr. Luciano and Mr. Lewis, Board of Assessors.  Mr. Lalli presented the Board with a package detailing figures for the tax shift.  Mr. Lalli explained the difference in value of homes and tax for homeowners.  Mr. Lalli stated that the shift last year was 126% and based on the shift remaining the same this year, the tax for residential would be $11.17 and business $15.45.  With an increase in the shift to 150%, residential would be $10.17 and business $18.40.  Board members thanked the Board of Assessors for an outstanding job in the presentation.  Mr. Luciano commented on the minimal funds received from the State for the Town.  Mr. Lewis said that if the shift would remain the same, the average property owner would see an increase of 1.5%, business would see an increase of 9%.  Mr. Lewis asked the Board for a consideration to the businesses in Town and to allow a decrease in the shift.  He said that businesses such as Stoneforge, Raynham Crossing, Mastria Automotive and Milk Bottle have seen a decrease in business and an increase in business tax would only burden them more.  
Mr. Mastria, Mastria Auto Group, and Mr. & Mrs. Jack Pillsbury, Slip’s Marina, were present and commented on the decrease of business during the past few months.  Mr. McKinnon agreed that issues for both residents and businesses would be occurring especially during these times.  He suggested the shift remain the same as last year.  Mrs. Smith agreed that the shift should remain the same and stressed her concern with declining home sales and the loss of over 600 jobs recently in Raynham.  
Mr. Pacheco concurred with both members of the Board and said that Raynham is a business- friendly community although residents along with businesses will be effective with this year’s tax shift.  
Mr. McKinnon motioned and Mrs. Smith seconded to approve a tax shift of 126% for FY2009.   
Mr. Pacheco made it unanimous.

Mr. Luciano informed all that the Bridgewater/Raynham High School would be performing the Christmas Concert a “Christmas Jubilee” on December 10, 2008 at 7pm.

Mr. Pacheco asked for an approval of the 2009 All Alcohol Liquor Licenses as printed.  Mr. McKinnon motioned and Mrs. Smith seconded to approve the list of All Alcohol Beverage Licenses as printed.  
Mr. Pacheco made it unanimous.

Mr. McKinnon motioned and Mrs. Smith seconded to approve the Entertainment Licenses as printed, except for Stone Forge, along with the list of Food Establishment Permits as submitted by Mr. Perry.  Mr. Pacheco made it unanimous.

The Board received correspondence from Mr. Stolte regarding a development in Bridgewater on Rt. 104 across from Lake Nippinicket called Lakeshore Center.  Mr. Stolte commented on the traffic and the use of Raynham roads and said GPI had written a letter for the Town of Raynham commenting on the traffic study.  Mr. McKinnon stressed his concerns regarding the exiting of vehicles onto Rt. 104 from the proposed project.  Mr. McKinnon motioned and Mrs. Smith seconded to endorse Mr. Stolte’s suggestion that the Board write a comment letter regarding traffic impact on Rt. 104 along with obtaining additional information regarding the type of stores in the development.  Mr. Pacheco made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon reminded all that the annual lighting of Raynham will be on Friday, December 12, 2008; rain/snow date will be Saturday, December 13, 2008.

Mr. McKinnon reminded all of the vacancies on the K-8 Study Committee.

Mrs. Smith congratulated Ellen Cunningham on her recent award in Southern Living Magazine.

Mr. Pacheco informed that he attended the recent meeting on the proposed South Coast Rail and its cost.

Correspondence – The Board received information from the Registry of Motor Vehicle regarding Sting Operation Program for enforcement of Handicapped parking regulations.  Board Members concurred to forward to Chief Pacheco.

Correspondence – The Board received information from the Raynham Police Association regarding Secret Santa.

Correspondence -  The Board received information and thanks regarding the outside classroom garden at the Merrill School.

Correspondence – The Board received from Donna Reindeau a request for consideration for the vacancy on the K-8 Study Committee.  

Correspondence – The Board received a request for a Tag Day from Daisy Troop 80989 for a cookie sale on December 12, 2008.  Mr. McKinnon motioned and Mrs. Smith seconded to approve the cookie sale booth for Daisy Troop 80989 on December 12, 2008.

8:28pm – Mr. McKinnon motioned and Mrs. Smith seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  
Mr. Pacheco made it unanimous.
