Board of Selectmen Minutes 12/16/2008
December 16, 2008                                               BOARD OF SELECTMEN

Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:00pm.

Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.

Mrs. Smith motioned and Mr. McKinnon seconded to accept the minutes of the December 9, 2008
as printed.  Mr. Pacheco made it unanimous

Mr. Pacheco informed all that the Board was returning from two Executive Sessions, one regarding Contracts the other on the Safety & Security of the Town.

Mr. McKinnon spoke of the Municipal Revenue Growth Factor and asked for the Board’s permission to seek a waiver for the dollar figure charged to the Town of Raynham by the State.  Mr. McKinnon stated that the Town is being punished for running the Town well and attracting business.  A meeting is to be scheduled with Senator Pacheco and the State Department of Revenue where a presentation will be presented on the MRGF accessed to the Town.  Mr. McKinnon motioned and Mrs. Smith seconded to forward a letter to the State requesting a waiver for the Town of Raynham on the MRGF.  Mr. Pacheco made it unanimous.
Mr. Pacheco suggested filing Home Rule Legislation where as exempting the Town from the format used in the MRGF.  Mrs. Smith motioned and Mr. McKinnon seconded to move forward with the Home Rule Legislation, which would be presented at the May Town Meeting.  Mr. Pacheco made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Buckner informed that an application has been received from the North Raynham Water District, requesting the storage of underground propane tanks at the facility, which would act as an emergency backup system. Board Members concurred to schedule a Public Hearing on January 6, 2009 at 7:10pm.

Mr. Pacheco presented to the Board a list of applications for renewal of Class 1, 2, & 3 Automobile Dealer Licenses.  Mrs. Smith motioned and Mr. McKinnon seconded to approve all Class 1, 2, & 3 Automobile Dealer Licenses as printed.  Mr. Pacheco made it unanimous.

Due to the upcoming Holiday Week, Mrs. Smith motioned and Mr. McKinnon seconded to cancel the regular Board of Selectmen meeting scheduled for December 30, 2008.  Mr. Pacheco made it unanimous.

Mr. Pacheco informed all that the negotiations between the Town of Bridgewater and the Town of Raynham are still on going regarding an agreement for the old high school.

Correspondence – The Board received from Mr. Stole information regarding fees for the landfill.  At the present time, Mr. Stolte is not requesting an increase for the upcoming year.

Correspondence – The Board received from OPEIU Local 6 and the Highway Department unions a request for consideration of Holiday Hours for Town employees.  They suggested that, whereas employees would normally get the half day after Christmas off, the Town Offices and Highway Department be closed on Friday, December 26, 2008 and be open a full day on Wednesday, December 24, 2008.  Mrs. Smith motioned and Mr. McKinnon seconded to approve the request.  Mr. Pacheco made it unanimous.

Correspondence - The Board received from Superintendent Forbes a timeline for the upcoming budget.

7:32pm – Mrs. Smith motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  
Mr. Pacheco made it unanimous.
