Board of Selectmen Minutes 1/6/2008

January 6, 2009                                                 BOARD OF SELECTMEN

Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.

Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.

Mr. McKinnon motioned and Mrs. Smith seconded to accept the minutes of the December 23, 2008. Mr. Pacheco made it unanimous.

Board members welcomed Marilyn Walley, Town Planner/Grant Writer, who introduced herself and gave a brief overview of her background.

Previously Mr. McKinnon asked if there was a list of Eagle Scouts from the Raynham area.  Tonight,
Peter King presented the Board with a list of all Eagle Scouts dating back to the year 1955.  Mr. McKinnon suggested the list be presented to the Historical Society for recording purposes.

7:10pm- Public Hearing -North Raynham Water District, Request for License to Store Flammable Liquids at 1 Arrowhead Lane.
Jeff Faulkner, Engineer from Syntex, was present and informed the Board that the North Raynham Water District is requesting a license to install five underground propane tanks, 1,000 gallons each, which would be used for emergency situations.  Mr. McKinnon asked if all notification for the hearing was published.  Mr. Buckner confirmed it was.  Mr. Pacheco stated that the Chief Januse of the Fire Department had approved the request.  Mr. McKinnon motioned and Mrs. Smith seconded to approve the license for the installation of an underground propane storage tanks.  Mr. Pacheco made it unanimous.

The Board received from William Trauntman, Professional Fire Firefighters Association, a request to appoint a representative from the Board Selectmen to the Safety/Equipment Committee.  Mr. McKinnon motioned and Mr. Pacheco seconded to appoint Mrs. Smith as the Board’s representative.  The vote made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon spoke of the coming reductions to Local Aid and said Raynham was already going to lose a very large amount of Local Aid next year because of the forced closing of the Dog Track. Mr. McKinnon motioned and Mrs. Smith seconded to forward correspondence to Senator Pacheco and Representative Flynn asking for their support with the State Department of Revenue regarding the reduction of Local Aid to Raynham.  Mr. Pacheco made it unanimous.

Mr. McKinnon motioned and Mrs. Smith seconded to appoint the following to the K-8 Study Committee:  Mr. Buckner, Mr. McKinnon, Duane Wheeler, Steve Donohue, Brendan Loftus, Susan Peabody, Donald Francis and Donna Reindeau.  Mr. Pacheco made it unanimous.

Mr. Pacheco requested that all Town Departments receive notification of the email from the Lt. Governor’s office regarding the possible Federal Stimulus Bill.

Mr. McKinnon motioned and Mrs. Smith seconded to forward correspondence to MMA regarding the expansion of gaming as a possible source of revenue for Local Aid.  Mr. Pacheco made it unanimous.

Mr. Pacheco informed that he and the Conservation Agent had drafted a letter regarding the South Coast Rail, which would ask for a further study of the rail on a number of issues.  Mr. McKinnon motioned and Mrs. Smith seconded to forward the correspondence to all appropriate agencies.  Mr. Pacheco made it unanimous.

Correspondence – The Board received from MMA information regarding Budget Alert.

Correspondence – The Board received from David Wluka, representing Raynham Corp., a request for a hearing on its annual gravel permit renewal.  Mr. McKinnon motioned and Mrs. Smith seconded to schedule a Public Hearing on February 3, 2009 at 7:15pm.  Mr. Pacheco made it unanimous.

7:55pm – Mr. McKinnon motioned and Mrs. Smith seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, with no business to be conducted afterwards.  
Mr. Pacheco made it unanimous.
