January 20, 2009 BOARD OF SELECTMEN
Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:16pm.
Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.
Mr. McKinnon motioned and Mrs. Smith seconded to accept the minutes of the January 13, 2009 meeting. Mr. Pacheco made it unanimous.
Mr. Pacheco informed all that the Board was returning from two Executive Sessions regarding Contracts and Litigation.
John McGarry, Chairmen-Raynham Veterans Memorial Committee, was present with Committee Members to honor SFC Jared C. Monti. Mr. McGarry read the many accomplishments and honors SFC Monti had received during his time in the military. Mr. McGarry presented to the Monti family a plaque/street sign which Mr. McGarry has requested to be erected at the four corners - Orchard/Pleasant/South Main/N. Main.
Mr. McKinnon motioned and Mrs. Smith seconded to approve the request for the plaque/street sign to be erected at the four corners by the Highway Department when the weather permits. Mr. Pacheco made it unanimous.
Mr. & Mrs. Monti were present with many friends and relatives. Mr. & Mrs. Monti thanked the Town for their generosity in honoring their son.
Chris Shaw & Liz Francis, from the Park & Recreation Department, were present and requested the approval from the Board to dedicate the playground and park at Borden Colony in the name of SFC Monti. Mr. McKinnon motioned and Mrs. Smith seconded to approve the dedication of the playground and park at Borden Colony in the name of SFC Monti. Mr. Pacheco made it unanimous.
7:42pm – Mr. McKinnon motioned and Mrs. Smith seconded to recess for five minutes. Mr. Pacheco made it unanimous.
7:48pm – Mr. McKinnon called the regular meeting of the Board of Selectmen back to order.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. McKinnon informed the Board that he had spoken to the Building Commissioner regarding the increasing number of residents and businesses plowing snow into the street. Mr. McKinnon requested that members of the Board review a proposed article for the May Town Meeting regarding depositing snow on any Town roadway. Mr. McKinnon stated that even though the article includes a fine, the Town was not looking to fine individuals but merely to aid in avoiding possible hazards on Raynham roadways.
Mrs. Smith said that she would be attending a scheduled meeting in the upcoming week with the Fire Department regarding the Safety Equipment Committee.
Mr. Pacheco informed all that he would be attending a meeting tomorrow in Boston with Mr. Donahue, Mr. Buckner and Bridgewater representatives to discuss the possible buyout of the old Bridgewater/Raynham High School.
Mr. Pacheco read correspondence from Mr. Stolte asking for input from residents regarding the possible Rt. 44/Orchard Street Intersection Project.
Correspondence – The Board received from Mr. Stolte written requests to approve the Second Year Contracts for asphalt, milling and planing, and installation of drainage structures. Mr. McKinnon motioned and Mrs. Smith seconded to approve the second year contracts as presented. Mr. Pacheco made it unanimous.
Correspondence – The Board received information from the Bridgewater/Raynham Regional School District regarding a survey, which has been forwarded to parents for a possible implementation of full-time kindergarten in the District in the future.
Correspondence – The Board received from Senator Pacheco information regarding the Bristol County Committee on the Status of Women.
Correspondence – The Board received from the South Shore Horsemen’s Council a request to conduct three horseshows at the Rozenas Field on May 5, June 21, and August 16, 2009. Mr. McKinnon motioned and Mrs. Smith seconded to approve the request of the South Shore Horsemen’s Council. Mr. Pacheco made it unanimous.
Correspondence – The Board received information from the Professional Fire Fighters Local 2894 regarding its expiring Collective Bargaining Agreement. Board members concurred to table discussion for one week.
Correspondence – The Board received information regarding Project Need Form for Intersection Improvements on Rt. 44 at Orchard Street and Rt. 24 Northbound Off-Ramp.
Correspondence – The Board received information regarding the Station Area Workshop for the South Coast Rail to be held on January 21, 2009, 5-7pm at the Raynham Town Hall.
Correspondence – The Board received from DCR MA receipt of Dam Safety Phase I Inspection Report for Hewitt Pond Dam.
Correspondence – The Board received Tag Day requests from Bridgewater Kiwanis to sell raffle tickets at Market Basket on February 7, 2009; Raynham Girl Scouts to sell Girl Scout Cookies on February 21, 22, 28 and March 1, 2009; and Taunton Girl Scouts Troop 90 to sell Girl Scout Cookies on February 14, 2009.
Mr. McKinnon motioned and Mrs. Smith seconded to approve the Tag Days as listed. Mr. Pacheco made it unanimous.
8:05pm – Mr. McKinnon motioned and Mrs. Smith seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.
Mr. Pacheco made it unanimous.
