March 31, 2009 BOARD OF SELECTMEN
Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.
Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.
Mr. McKinnon motioned and Mrs. Smith seconded to accept the minutes of the March 24, 2009 meeting as printed. Mr. Pacheco made it unanimous
Mr. Pacheco said that the Board had received two applications for renewal of a Seasonal Wine & Walt Beverage License: Asian Palace, Inc, 1470 Rt. 44 and Yuan Huan – Grand China Buffet, 59 Route 44. Mr. McKinnon motioned and Mrs. Smith seconded to approve the application for a Seasonal Wine & Walt Beverage License to Asian Palace, Inc, 1470 Rt. 44 and Yuan Huan – Grand China Buffet, 59 Route 44. Mr. Pacheco made it unanimous.
Peter King was present and informed all of the outstanding accomplishments recently achieved by the Bridgewater/Raynham Robotics Team at a Regional level competition. Mr. King informed all that the 56-member team had placed first at the Regionals and will now be moving on to the National competition.
Jim Ross and Lou Bousquet were present. Mr. Ross informed that President Obama had signed yesterday the HR146 Omnibus Land Management Bill including the Taunton Wild and Scenic River designation. Mr. Ross congratulated all the citizens of Raynham for their support throughout the years to protect the Taunton River and its watershed. Mr. McKinnon thanked Mr. Ross and Mr. Bousquet for all their hard work over the years on this project.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. McKinnon reported on the K-8 Study Committee discussions regarding the Superintendency Union.
Mr. McKinnon thanked all the members of the Committee. Mr. McKinnon stated that his recommendation would be for the School Committee and the Department of Education to implement the Superintendency Union in the Town of Raynham; if not approved by the School Committee a second recommendation would be for the K-8 Study Committee to reconvene to discuss the separation from the School District for K-8. Mr. Wheeler and Mr. Loftus, members of the K-8 Study Committee, was present and informed that they were in favor of the Superintendency Union for Raynham. Mr. Loftus also stated that Raynham would have the ability to handle the Superintendency format. Mr. McKinnon stated that he would report back to the Board at a later date regarding discussions with Bridgewater. Judy Silvia, employee in the
Bridgewater/Raynham School District, was present and stated that she is in favor of the Superintendency Union. Lauren Gallagher, resident was present, and would like for Raynham to split away from Bridgewater.
Mr. Pacheco informed that he would like to obtain the formula being used by the State for the stimulus funding for Cities and Towns. Mr. McKinnon motioned and Mrs. Smith seconded to forward correspondence to the Governor, Senator Pacheco, Representative Flynn and Congressman Frank requesting the explanation of the formula being used in the stimulus funding. Mr. Pacheco made it unanimous.
Correspondence – The Board received a Press Release regarding the postponement of the B-R Regional School Budget Meeting due to Passover.
Correspondence – The Board received an application for the transfer of a Class 2 License at 147 Broadway from Bay State Pre-Owned, Inc. Mr. McKinnon motioned and Mrs. Smith seconded to schedule a Public Hearing for April 14, 2009. Mr. Pacheco made it unanimous.
Correspondence – The Board received information from MMA regarding Municipal Relief Package to be Unveiled within Two Weeks.
Correspondence – The Board received from Congressman Frank information regarding the installation of lights on Rt. 138/I-495.
Correspondence – The Board received a application for reappointment as a constable from Wayne F. Butler, 35 Bairos Lane, Taunton. Mr. McKinnon motioned and Mrs. Smith seconded to approve the application for reappointment as a constable in Raynham for one year from Wayne F. Butler pending approval from Chief Pacheco. Mr. Pacheco made it unanimous.
Correspondence – The Board received from Four Points Communications a response to its letter re: WLVI-TV.
Correspondence – The Board received from the Bridgewater/Raynham Social Studies department a list of Town positions participating in Local Student Government Day on May 8, 2009.
8:18pm – Mr. McKinnon motioned and Mrs. Smith seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, Executive Session, re: Litigation with no business
to be conducted afterwards. Mr. Pacheco made it unanimous.
