Board of Selectmen Minutes 04/07/2009

April 7, 2009                                                   BOARD OF SELECTMEN

Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:00pm.

Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.

Mrs. Smith motioned and Mr. McKinnon seconded to accept the minutes of the March 31, 2009 meeting as printed.  Mr. Pacheco made it unanimous

Mr. Buckner informed the Board that a proposed draft Warrant is available for comments and that the final Warrant will be completed next week.

Mr. Buckner informed the Board that a proposal from Olson’s Greenhouse, Inc. has been received for Borden Colony Agricultural Lands.  The request from Olson’s Greenhouse is to lease Parcel C and/or B.  Mr. Buckner said that the Park & Rec. Commission along with the Conservation Agent will be reviewing the proposal and will submit a recommendation next week.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Buckner said that there are two Articles on the Warrant, relating to FEMA Flood Zone Maps which need to be approved and re-submitted to Planning Board to schedule Public Hearings.  Mrs. Smith motioned and Mr. McKinnon seconded to approve the two Articles regarding FEMA Flood Zone Maps and to refer them back to the Planning Board.  Mr. Pacheco made it unanimous.

Mr. McKinnon read an article to be placed on the Warrant regarding the recommendation to move forward with a Superintendency Union for K-8 in Raynham.  Mr. McKinnon motioned and Mrs. Smith seconded to place the article on the Annual Meeting Warrant.  Mr. Pacheco made it unanimous.
Mrs. Smith and Mr. Pacheco both agreed and supported the motion as put forth by Mr. McKinnon.  
Mr. Pacheco informed that he would recommend increasing the existing number of School Committee members to ten.

Mr. Pacheco said that the five final options for the proposed Southcoast rail have been made.

Correspondence – The Board received from the MA Dept. of Elementary and Secondary Education a request for updates on the Title I allocation that will be coming through the American Recovery & Reimbursement Act Funding.

Correspondence – The Board received information regarding DOER Grants.

Correspondence – The Board received a request from the Raynham Public Library to erect library logo signs at three intersections in memory of Micki Englund.  The three locations are Orchard Street and Rt. 44; Pleasant and White Street; and Center Street and Rt. 138.  Mr. Pacheco said that donations were received in memory of Ms. Englund to the Library and that the Library felt the signs would be a nice way to remember a valued friend and colleague.  Mr. Pacheco said the signs would be purchased by the Library and that the Library would only be requesting the approval for the Highway Department to erect.  Board Members concurred to take under advisement for one week.

Correspondence – The Board received from the Southeastern Regional Planning and Economic Development District a request for nominees to service on the minority and low-income community groups for SRPEDD.  Board members concurred to take under advisement for one week.

Correspondence – The Board received a copy of Representative Flynn’s request to the Director of Infrastructure Investment for clarification relative to the disbursement of Federal dollars within the Commonwealth of MA.

Correspondence – The Board received information from the Governor regarding Chapter 90 and the portion designated to Raynham, $358,035.

Correspondence – The Board received information regarding a seminar sponsored by the MMA for Home Energy Savings.

Correspondence – The Board received from JTPG an agenda for their meeting scheduled meeting on April 8, 2009.

Correspondence – The Board received a reminder from the Bridgewater/Raynham Regional School, Social Study Department regarding Student Government Day on May 8, 2009.

Correspondence – The Board received the monthly Activity Report from the Fire Department.

Correspondence – The Board received the following requests for Tag Days:  Boy Scout Troop 22 for October 24 & 25, 2009; Boy Scout Pack 87 for July 18, 2009; Susan G. Komen for the Cure candy sale on May 31, 2009, Bridgewater State Swim & Dive Team for a car wash on May 2, 2009 and Taunton High School Spanish Club for a car wash on May 30, 2009.  Mrs. Smith motioned and Mrs. McKinnon seconded to approve the above listed Tag Days.  Mr. Pacheco made it unanimous.

7:45pm – Mrs. Smith motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, Executive Session regarding Collective Bargaining
with no business to be conducted afterwards.  Mr. Pacheco made it unanimous.
