Board of Selectmen Minutes 04/21/2009

April 21, 2009                                                  BOARD OF SELECTMEN

Chairmen Joseph Pacheco called the regular meeting of the Raynham Board of Selectmen to order at 7:00pm.

Present were Joseph Pacheco, Donald L. McKinnon and Marie Smith.

Mrs. Smith motioned and Mr. McKinnon seconded to accept the minutes of the April 14, 2009 meeting as printed.  Mr. Pacheco made it unanimous.

Mr. Pacheco informed that the Cultural Council recommends appointing David Desley to the vacant position.  Mrs. Smith motioned and Mr. McKinnon seconded to appoint David Desley to the vacant position on the Raynham Cultural Council.  Mr. Pacheco made it unanimous.
Mrs. Smith motioned and Mr. McKinnon seconded to appoint Lou Bousquet to the Taunton River Committee and Jim Ross as alternate for a term of three years.  Mr. Pacheco made it unanimous.

Present was Mr. Olsen from Olson’s Greenhouses.  Board members had tabled the discussion of the Borden Colony lease for review of comments from Park & Rec.  After reviewing the comments, Mr. McKinnon said that a letter was received from Mr. Olson addressing the concerns from Park & Rec.  Mr. McKinnon motioned and Mrs. Smith seconded to accept the bid submitted by Olson’s Greenhouse for the lease of Parcels B and C of the Borden Colony farmland.  Mr. Pacheco made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Buckner informed the Board that Town Counsel and Chief Januse have recommended scheduling a Public Hearing regarding the non-compliance of a sprinkler system by Escapades.  Mrs. Smith motioned and Mr. McKinnon seconded to schedule a Public Hearing on May 5, 2009.  Mr. Pacheco made it unanimous.

Mr. McKinnon stated that he spoke to Mr. Amaral regarding the Little League/Softball Parade this weekend.  Mr. Amaral requested a change in the location where the parade will start due to safety concerns.  Mrs. Smith motioned and Mr. McKinnon seconded to approve a starting location for the parade either at the Raynham Town Hall parking lot or Edgewood Country Club, pending approval from both Fire and Police Departments.  Mr. Pacheco made it unanimous.

Mrs. Smith thanked everyone who dropped coins in the cash boxes, which were in various store locations in Town, to help the Veteran Memorial Fundraising efforts.

Mr. Pacheco informed all that he attended a Casino Task Force Meeting last Thursday in Halifax.

During the last week, Mr. Pacheco spoke to Mr. Newton of the Raynham Public Library regarding the installation of library direction signs in the memory of Micki England.  Mr. Newton informed Mr. Pacheco that the Library would be grateful to have one sign erected in a location recommended by the Highway Department.  Mrs. Smith motioned and Mr. McKinnon seconded to approve the installation of one library direction sign as recommended by the Highway Department.  Mr. Pacheco made it unanimous.

Correspondence – The Board received a request from Silva Engineering Associates on a septic system design waiver for 40 Suzanne Drive.  Mr. Perry recommended approving the request.  Mrs. Smith motioned and Mr. McKinnon seconded to approve the waiver for a septic system design for 40 Suzanne Drive.  Mr. Pacheco made it unanimous.

Correspondence – The Board received from MA Highway information regarding the project to rehabilitate the bridge carrying Rt. 24 over the Taunton River in the Town of Raynham.  Project is schedule to begin October 2011.

Correspondence – The Board received from the MMA information regarding the House Budget.

Correspondence – The Board received from the Firefighters Association information regarding Raynham’s Annual Fishing Derby, which will be held on May 9, 2009 from 9-12noon at Johnson’s Pond.

Correspondence – The Board received the following requests for Tag Days:  Taunton Key Club, car wash on June 13, 2009 and Cub Scout, Pack 40 for June 20, 2009.  Mrs. Smith motioned and Mr. McKinnon seconded to approve the above listed Tag Days.  Mr. Pacheco made it unanimous.

7:26pm – Mrs. Smith motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.
