Board of Selectmen Minutes 08/25/2009

August 25, 2009                                                 BOARD OF SELECTMEN

Chairmen Donald McKinnon called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.

Present were Donald L. McKinnon, Marie Smith, and Joseph Pacheco.

Mr. Pacheco motioned and Mrs. Smith seconded to accept the minutes of the July 28, 2009 and
August 11, 2009 meeting as printed.  Mr. McKinnon made it unanimous.

Steven Donohue, Vice Chairmen Bridgewater/Raynham School Committee, was present along with Angela Watson, newly appointed Principal of the Bridgewater/Raynham High School.  Mr. Donohue introduced Ms. Watson and informed the Board of her work experiences in the Bridgewater/Raynham School District for the past eleven years.  Ms. Watson thanked Mr. Donohue and the Board for the opportunity to be the principal of the High School.  Board members congratulated Ms. Watson.

An application for Constable was received previously from Timothy W. Holt, which was forwarded to Chief Pacheco for his approval.  Chief Pacheco approved and recommended the appointment.  Mr. Pacheco motioned and Mrs. Smith seconded to appoint Timothy W. Holt as Constable for a term of one year.  Mr. McKinnon made it unanimous.

The Board received from the Council on Aging a recommendation to appoint Veronica White of 251 Temi Road to the vacant position on the Council on Aging.  Mr. Pacheco motioned and Mrs. Smith seconded to appoint Veronica White to the Council on Aging.  Mr. McKinnon made it unanimous.

Buckner’s Town Administrator’s Report was reviewed.

Mrs. Smith updated all on RAYCAM.  She said that final interviews were continuing for the Director position of RAYCAM, the studio was coming along very well at the Middle School, and that RAYCAM was awaiting a payment from Comcast in the amount of $125,000.

Mr. Pacheco informed all that Big Lots has opened for business on Rt. 44.
Mr. Pacheco said that he has received many calls from residents regarding signage.  He requested the Board’s approval to work with the Building Commissioner along with the Economic and Business Development Committee to review and possibly propose a revision to Raynham’s current by-law for signage. Mrs. Smith gave her approval but reminded all that the limits in the existing by-law were done for a reason when they were proposed.

Correspondence – The Board received from Juliann Pike a request to meet with the Board regarding noise and volume of vehicles on King Phillip Street (Rt. 138 to Raynham Landfill).  Mr. McKinnon requested Mr. Buckner to invite Juliann Pike to the next Board of Selectmen meeting.

Correspondence –The Board received information from the Southeastern MA Commuter Rail Task Force.

Correspondence – The Board received information from the Sewer Commissioners of a recent listing in the Boston Globe of published rates for water and sewer in different communities, Raynham being one of the lowest for both categories.
Correspondence – The Board received from the Friends of the Raynham Public Library, Inc. information regarding “A Walk in the Woods.”
Board Members discussed the trails being used in “A Walk in the Woods” and requested Mr. Buckner look into the possible maintenance of the trail.

Correspondence – The Board received a request for a Tag Day from Disabled American Veterans, Chapter 57, to sell Forget-Me-Knots.  Mr. Pacheco motioned and Mrs. Smith seconded to approve the Disabled American Veterans Tag Days for October 15 and 16, 2009.  Mr. McKinnon made it unanimous.

7:41pm – Mr. Pacheco motioned and Mrs. Smith seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  Mr. McKinnon made it unanimous
