September 15, 2009 BOARD OF SELECTMEN
Chairmen Donald McKinnon called the regular meeting of the Raynham Board of Selectmen to order at 7:03pm.
Present were Donald L. McKinnon, Marie Smith, and Joseph Pacheco.
Mrs. Smith motioned and Mr. Pacheco seconded to accept the minutes of the September 8, 2009 meeting as printed. Mr. McKinnon made it unanimous.
Present was Liz Francis, Park & Rec, who asked for the Board’s permission to establish a Gift Account, through the Town Accountant, for receipt of donations and/or gifts for the renovation of the playground at Borden Colony. Ms. Francis reminded all that the playground would be dedicated in the name of the late Sergeant Monti. Ms. Francis informed that she has met several times to discuss the project with Sergeant Monti’s father. The estimated cost of the renovation will be approximately $22,000.
Mrs. Smith motioned and Mr. Pacheco seconded to authorize the opening of a Gift Account for donations and/or gifts to be used for the Borden Colony playground. Mr. McKinnon made it unanimous.
Board Members received a request for appointment to the Raynham Cultural Council from Elizabeth Francis. Mrs. Smith motioned and Mr. Pacheco seconded to appoint Ms. Francis to the Raynham Cultural Council. Mr. McKinnon made it unanimous.
Mr. McKinnon asked Ms. Francis about the information presented to the Board regarding Community Gardens. Mr. McKinnon suggested a meeting be scheduled where as Mr. McKinnon, Mr. Buckner,
Ms. Francis and Mr. Olsen could view a Community Garden in one of the surrounding areas.
Kevin Ellis was present and updated the Board on Pride Day, which was held on Sunday. Mr. Ellis thanked all the vendors and businesses that helped organize the event. All Board Members attended the event and congratulated Mr. Ellis on an outstanding job done. Mr. Ellis requested the Board’s permission to host Pride Day again next year. Mrs. Smith motioned and Mr. Pacheco seconded to approve Pride Day for September 2010. Mr. McKinnon made it unanimous.
Chief Pacheco, Mr. Gibbs, Kevin Ellis and Pat Riley were present to represent Raycam. Chief Pacheco introduced Mr. Gibbs and spoke of the knowledge he has brought to the Committee. Pat Riley submitted to the Board a contract between the School District, the Town and Raycam for the location of the Cable Studio at the Middle School. The Superintendent and Raycam have both approved and signed it. Mr. Gibbs spoke of the access that Raycam will have during the ceremony this week in Washington for the ceremony awarding the Medal of Honor to Sergeant Monti. Board Members thanked everyone for an outstanding job done in establishing the studio. Mrs. Smith motioned and Mr. Pacheco seconded to accept the contract for location of the Raycam Cable Studio. Mr. McKinnon made it
unanimous.
Correspondence – The Board received from the United Nations Association of Greater Boston a request for the Town to proclaim United Nations Day on October 24, 2009. Mrs. Smith motioned and
Mr. Pacheco seconded to declare United Nations Day in the Town of Raynham on October 24, 2009.
Mr. McKinnon made it unanimous.
Correspondence – The Board received from the Chapter of the MA Daughters of the American Revolution a Proclamation for Constitution Week--September 17 through 23, 2009. Mrs. Smith motioned and Mr. Pacheco seconded to adopt the Proclamation for Constitution Week--September 17 through 23, 2009. Mr. McKinnon made it unanimous.
Correspondence – The Board received a request from Boy Scout Troop 4, Lakeville for a Tag Day on October 31, 2009. Mrs. Smith motioned and Mr. Pacheco seconded to approve the Tag Day for Boy Scout Troop 4, Lakeville for October 31, 2009. Mr. McKinnon made it unanimous.
Buckner’s Town Administrator’s Report was reviewed.
Correspondence was forwarded previously to Chief Pacheco regarding a road race, Homes For Our Troops. Chief Pacheco has approved the request. Both he and the Captain will be volunteering their time for the road race/fundraiser. Mrs. Smith motioned and Mr. Pacheco seconded to approve it. Mr. McKinnon made it unanimous.
Mr. McKinnon thanked the Raynham Lions Club for their recent donation to the Raynham Veteran Memorial Fund of over $1,000.
Mr. Pacheco stated that he had attended the South Coast Rail meeting last night.
Mr. McKinnon said that he attended the Opening Day at the Soccer Fields over the weekend.
7:57pm – Mrs. Smith motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards. Mr. McKinnon made it unanimous
