Board of Selectmen Minutes 09/22/2009
September 22, 2009                                              BOARD OF SELECTMEN

Chairmen Donald McKinnon called the regular meeting of the Raynham Board of Selectmen to order at 7:10pm.

Present were Donald L. McKinnon, Marie Smith, and Joseph Pacheco.

Mr. Pacheco motioned and Mrs. Smith seconded to accept the minutes of the September 15, 2009 meeting as printed.  Mr. McKinnon made it unanimous.

Mr. McKinnon informed all that prior to the regular scheduled meeting, members of the Board were in an Executive Session regarding Contractual Agreements.

Mr. McKinnon informed all of a joint meeting scheduled with the Town of Bridgewater Board of Selectmen on October 22, 2009 to discuss the education formula.  Also invited to attend the meeting was the Regional District School Committee.

During the previous Annual Appointments, two appointments were missed for the Raynham Cultural Council, Janet Dooley and Linda Pratt.  Mr. Pacheco motioned and Mrs. Smith seconded to appoint
Janet Dooley and Linda Pratt to the Raynham Cultural Council.  Mr. McKinnon made it unanimous.

Mr. Anderson was present to discuss with the Board his request to host a Revival Service at Rozena Fields.  Mr. Buckner informed that Chief Januse has requested a fire detail for the event.  Mr. Anderson informed the Board that he did speak to the Chief and informed him that there would be no smoking, no candles and supplied the Chief with the specifications used in the tent material.  Mr. Buckner informed that the Chief Pacheco would like to monitor the event during the first evening to see if a police detail would be necessary for the remaining dates.  Mr. Buckner also contacted a neighbor within the area who said he would not be opposed to the event as long as the tent was positioned in the field closer to the highway and that the closing time would be 9:30pm.  Board members concurred to speak to both Chiefs prior to approving.  Mr. Pacheco motioned and Mrs. Smith seconded to table discussion for one week.  Mr. McKinnon made it unanimous.

Buckner’s Town Administrator’s Report was reviewed.

The Board received from Mr. Stolte a request to approve a contract for the Hill Street culvert replacement, which is part of the More Grant.  Mr. Stolte recommended the contract be awarded to G. Lopes Construction.  Mr. Pacheco informed that the lowest bidder was disqualified due to incorrect bid procedures.  Mr. Pacheco motioned and Mrs. Smith seconded to approve the awarding of the contract for the Hill Street culvert replacement to G. Lopes Construction in the amount of $205,252.55.  Mr. McKinnon made it unanimous.

Mr. Pacheco motioned and Mrs. Smith seconded to schedule the Fall Special Town Meeting on Monday, November 9, 2009, 7pm at the Middle School.  Mr. McKinnon made it unanimous.

The Board received previously a request from Mr. Nihtila regarding a pick-your-own pumpkin farm.  
Mr. Buckner informed that Town Counsel had reviewed Mr. Nihtila insurance and he had discussed with Liz Francis, Park & Rec regarding parking.  Both parties recommended approving on a trial basis for the first year.  Mrs. Smith motioned and Mr. Pacheco seconded to approve the pick-your-own pumpkins at Borden Colony on a trial basis.  Mr. McKinnon made it unanimous.

Mrs. Smith said that Mr. Montagano was at the Flea Market over the weekend tagging for the Veterans Memorial Fund.  
Mrs. Smith also said that Mr. Gibbs from RAYCAM was in Washington during the ceremony honoring Sgt. Monti and had filmed the event.  
Mrs. Smith thanked the Fire Department for their assistance in displaying a wreath on Sgt. Monti’s plaque Thursday.

Mr. Pacheco informed the Board that a recent State House News release stated the possibility of greater cuts occurring for FY2010.  Mr. Pacheco also stated that the review of the sign by-law was underway.

Mr. Pacheco informed that during the Annual Library Association meeting it had voted to seek a waiver regarding the cuts to the library budget.  Mr. McKinnon motioned and Mrs. Smith seconded to forward correspondence supporting the request for a waiver to the Massachusetts Library Commission.  The vote made it unanimous.

Mr. McKinnon spoke of the national recognition that the late Sgt. Monti received during the Medal of Honor ceremony last week.  Mr. McKinnon stated that a meeting was scheduled with the Monti family on September 28, 2009 to discuss the November 14th ceremony at the Middle School.

Correspondence – The Board received a request from the Raynham Conservation Commission requesting a temporary approval of a three person Commission during the absence of Mary Ellen Rochette.  Mrs. Smith motioned and Mr. Pacheco seconded to temporarily approve a three person Commission pending the approval from Town Counsel.  Mr. McKinnon made it unanimous.

Correspondence – The Board received a request from the Lions Club to host events on the following dates:  October 24, 2009, November 11, 2009, February 7, 2010, February 12, 2010, March 5, 2010, March 26, 2010, April 11, 2010, and May 1, 2010.  Mr. Pacheco motioned and Mrs. Smith seconded to approve the above listed dated for the Lions Club.  Mr. McKinnon made it unanimous.

Correspondence – The Board received from Bristol Community College information regarding a meeting on the 2010 US census count.  

Correspondence – The Board received a request from the Seventh Day Adventist Church, Taunton for a Tag Day on September 23, 2009 at Wal Mart.  Mr. Pacheco motioned and Mrs. Smith seconded to approve the request for a Tag Day from the Seventh Day Adventist Church, Taunton on September 23, 2009.  Mr. McKinnon made it unanimous.

8: 04pm – Mr. Pacheco motioned and Mrs. Smith seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.
