Board of Selectmen Minutes 10/20/2009


October 20, 2009                                                        BOARD OF SELECTMEN

Chairmen Donald McKinnon called the regular meeting of the Raynham Board of Selectmen to order at 7:07pm.

Present were Donald L. McKinnon, Marie Smith, and Joseph Pacheco.

Mr. Pacheco motioned and Mrs. Smith seconded to accept the minutes of the October 13, 2009 meeting as printed.  Mr. McKinnon made it unanimous.

Mr. McKinnon informed that the Building Commissioner is scheduled for a vacation and that John Noblin has volunteered to assist during his absence.  Mr. Pacheco informed all that Mr. Noblin has all the licenses necessary for the position and currently does not have construction pending in the Town.  Mr. Pacheco motioned and Mrs. Smith seconded to approve the temporary appointment of Mr. Noblin to the position of Building Inspector.  Mr. McKinnon made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Pacheco motioned and Mrs. Smith seconded to re-schedule the regular Board of Selectmen meeting on November 3, 2009 from 7pm to 6:30pm.  Mr. McKinnon made it unanimous.

Mrs. Smith said she attended the Bristol/Plymouth Regional High School Open House on Saturday.  She also informed everyone that there was a meeting last night of the Veterans Committee to organize the event honoring Sgt. Monti on November 14, 2009.

Mr. Pacheco also attended the Bristol/Plymouth Regional High School Open House on Saturday and informed all that he will be having office hours this Saturday at the Town Hall.

Mr. McKinnon informed all that the Board of Health conducted a drill, which was an email/phone campaign for possible emergency in the Town. The purpose was to see how long it took for everyone on the emergency list to respond.

Mr. Buckner informed that Mr. Stolte had approved the opening of the Landfill on Sunday, October 25, 2009 for the drop off of leaves between the hours of 1-5pm for the “Seniors Helping Seniors” event.

Mr. McKinnon spoke of the outstanding football game between Bridgewater/Raynham over the weekend.

Correspondence – The Board received a request from Lawrence Cabeceiras, 217 Elm Street West, for re-appointment as a Constable.  The Chief having approved the request, Mr. Pacheco motioned and Mrs. Smith seconded to appoint Mr. Cabeceiras as a Constable for a term of one year.  Mr. McKinnon made it unanimous.

Correspondence – The Board received a bulletin from the MMA entitled Governor Downgrades FY2010 Revenues by $600M. The governor has until October 30 to come up with a plan to cut expenditures which will in all likelihood include local aid.

Correspondence – The Board received from Emond Brothers a request for a one-day wine and beer license on November 19, 2009 for the Taunton Area Chamber of Commerce at their location of 153 Broadway.  Mr. Pacheco motioned and Mrs. Smith seconded to approve the one-day wine and beer license on November 19, 2009 for Edmond Brothers.  Mr. McKinnon made it unanimous.

Correspondence – The Board received from the Raynham Public Library information regarding a Pasta Dinner sponsored by the Friends of the Library on Thursday, October 22, 2009 at the Lions Club.

Correspondence – The Board received from the State information and some answers to questions the Town put forth regarding the South Coast Rail project.

Correspondence – The Board received an invitation to the LaLiberte School for October 30, Celebrations of Nations sponsored by the Fourth Grade.

Correspondence – The Board received a request for a Tag Day from the Raynham Police Association for Secret Santa on November 28, 2009 at Wal Mart.  Mr. Pacheco motioned and Mrs. Smith seconded to approve the Tag Day for the Raynham Police Association on November 28, 2009.  Mr. McKinnon made it unanimous.

Correspondence – The Board received a request for a Tag Day from Vanessa Vergo for November 29, 2009 at Wal Mart to help sponsor the three-day walk in Boston for Breast Cancer.  Mr. Pacheco motioned and Mrs. Smith seconded to approve the Tag Day for November 29, 2009.  Mr. McKinnon made it unanimous.

7:49pm – Mr. Pacheco motioned and Mrs. Smith seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  Mr. McKinnon made it unanimous
