Board of Selectmen Minutes 10/27/2009

October 27, 2009                                                BOARD OF SELECTMEN

Chairmen Donald McKinnon called the regular meeting of the Raynham Board of Selectmen to order at 7:04pm.

Present were Donald L. McKinnon, Marie Smith, and Joseph Pacheco.

Mrs. Smith motioned and Mr. Pacheco seconded to accept the minutes of the October 20, 2009 meeting as printed.  Mr. McKinnon made it unanimous.

Mrs. King, Town Treasurer, was present and reminded all that the 2nd Quarter Taxes for Real Estate and Personal Property are due on November 2, 2009.

Chief Pacheco, Pat Riley, Mr. Gibbs of RAYCAM was present to introduce Michael Heylin as the newly hired Executive Director.  Board Members welcomed Mr. Heylin and thanked him for his assistance during the past few weeks while the studio was setting up.  Mr. Heylin thanked everyone for the opportunity they have given him and informed all of the potential possibilities that the studio will have in broadcasting.  Chief Pacheco thanked the entire Committee for their help during the past few months in the setting up of the studio.  Chief Pacheco also thanked Mr. Bettencourt for his help in the construction of the facility.

Alan Perry, Health Agent, was present and informed the Board that the recent seasonal flu clinic held at the Senior Center was a success.  He said that approximately 150 doses were administered.
Mr. Perry informed all that on October 15, 2009, a Call Down Drill had taken place in the Town.  
He stated the drill was initiated on the behalf of Raynham in case an emergency response team was needed.  The response through email/phone calls was within the Federal guidelines for a successful response.
Mr. Perry spoke of the H1N1 Flu and said that an announcement was made of a delay in the time frame for the receipt of the H1N1 Flu vaccine.  He said that he and Mr. McKinnon met with the Head Nurse of the Bridgewater/Raynham School District in Bridgewater along with others to discuss the strategy of working together for the children.

Pat Riley, RAVE, was present and presented the Board with information on the following:  7th Annual Veteran Day Salute to our Veterans and Our US Troops on November 10, 2009 at the Raynham Middle School, Merrill School and LaLiberte School; Craft Fair fundraiser for RAVE at the Merrill School on November 2, 2009; and a sale of raffle tickets to win a full set of braces donated by Dr. Gaudreault.

Public Hearing-Acceptance of Layout for Ashley Way Mr. Buckner said acceptance was a formality since the Town had accepted the street in 1993 but the deed had never been delivered to the Town. Mrs. Smith motioned and Mr. Pacheco seconded to accept the layout of Ashley Way.  Mr. McKinnon made it unanimous. An article will appear on the Special Town Meeting warrant.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mrs. Smith motioned and Mr. Pacheco seconded to schedule a Public Hearing on November 3, 2009 for McGee Chevrolet.  Mr. McKinnon made it unanimous.

Mrs. Smith motioned and Mr. Pacheco seconded to re-schedule the regular Board of Selectmen meeting on November 3, 2009 from 7pm to 6:30pm.  Mr. McKinnon made it unanimous.


Mrs. Smith said she attended the Pasta Supper for the Library held at the Lions Club with the other Board members. Also, the Veterans Committee met last night to discuss the activities for the tribute to Sgt. Monti on November 14, 2009.

Mr. Pacheco informed all of a hearing on gaming at the State House and asked for the Board’s support to give testimony at the meeting.  Mrs. Smith moved and Mr. Pacheco seconded to support Mr. Pacheco testimony in support of slots at the Dog Track.  Mr. McKinnon made it unanimous.

Mr. McKinnon informed all that on November 10, 2009 “Recognition and Appreciation of Veterans Day” will be held at the High School and that volunteers were needed.

Correspondence – The Board received from the Lions Club clarification of language within the proposed renewal lease of the facility.  Items outlined by the Lions Clubs would be to install soundboard, installation of aluminum in the eaves of the roof, expansion of the air conditioning system, and renovation of both restroom facilities and the kitchen.

Correspondence – The Board received from the Raynham Housing Authority a request to waive fees for the removal of underground oil storage tanks.  Mrs. Smith motioned and Mr. Pacheco seconded to approve the waiver of permit fees for the removal of oil storage tanks.  Mr. McKinnon made it unanimous.

Correspondence - The Board received from Robert E. Pohl a letter informing them of his intention to retire effective October 31, 2009.

Correspondence – The Board received from Paul R. Tardif, Esq. a request for a seasonal beer & wine license at the Ryan’s Family Amusement facility.  Mr. Buckner will forward an application.

Correspondence – Mr. Buckner presented to the Board a proposed draft policy for the “Reassignment of Personnel during an Emergency at the Town Hall”.  The Board approved the new policy.

Correspondence – The Board received a request for a Leave of Absence for up to 6 months from Ronald Ellis, Cemetery Department laborer.  Mrs. Smith motioned and Mr. Pacheco seconded to approve the request.  Mr. McKinnon made it unanimous.

Correspondence – Mrs. Smith motioned and Mr. Pacheco seconded to approve Tag Days for the Bridgewater/Raynham Band & Chorus on December 19 & 20, 2009.  Mr. McKinnon made it unanimous.

8:30pm – Mrs. Smith motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  Mr. McKinnon made it unanimous
