Board of Selectmen Minutes 11/17/2009

November 17, 2009                                               BOARD OF SELECTMEN

Chairmen Donald McKinnon called the regular meeting of the Raynham Board of Selectmen to order at 7:03pm.

Present were Donald L. McKinnon, Marie Smith, and Joseph Pacheco.

Mr. Pacheco motioned and Mrs. Smith seconded to accept the minutes of the November 10, 2009 meeting as printed.  Mr. McKinnon made it unanimous.

The Board received a letter of resignation/retirement from Barbara Sleezer effective November 30, 2009.  Board Members spoke highly of Mrs. Sleezer and informed all of the diverse roles she has played during her employment in the Town of Raynham.  All Members wished Mrs. Sleezer well.

Present for a discussion regarding the re-construction of Thrasher Street was Mr. Stolte, Chief Pacheco, Fire Chief Januse, Conservation Commissioner Bill Smith, Conservation Agent Erika Ueberbacher, Park & Rec Director Liz Francis.  Mr. Stolte informed all that he presented to the Conservation Commission two weeks ago a plan for the re-construction of Thrasher Street, which included drainage and a relocation of a portion of the road.  Mr. Stolte said that the Commission asked for clarification as to the use of the old/existing road once the new road was installed.  Agent stated that a previous discussion was for the re-construction of Thrasher Street due to safety concerns.  She stated that the Commission had requested a clarification on the plan as to what the old portion of the road was to be (ie: blacktop, gravel, loam & seeded, guard rail).  Mr. Pacheco asked if the road would be expanded.  Mr. Stolte said that the re-construction would move the road about 45-foot toward the sledding hill, which would straighten the road out and improve sight lines.  Board members questioned the relocation and the reduction of the sledding hill.  The agent informed them that the Commission was questioning the old portion’s future use and would like to have seen it on the plans.  Mrs. Smith suggested that the three Department Heads– Fire, Police and Highway meet to discuss.  Chief Pacheco said that he would not like to see guardrails nor would he like to see it graded to allow parking.  Ms. Francis said that the State APR people had told her that the sledding hill was agricultural land and sledding was not allowed on APR land.  A question was asked to Mr. Stolte is a fence was to be installed along the road at the bottom of the hill.  Mr. Stolte said that a fence had not been included because of the expense but there should be a new fence.  Mr. Pacheco motioned and Mrs. Smith seconded to table discussion for one week allowing the following Department Heads: Fire, Police and Highway, to converse regarding the future use of the existing road once the re-location was completed on Thrasher Street.  Mr. McKinnon made it unanimous.

Present was Mrs. Sleezer.  Mrs. Sleezer thanked everyone for what they have done for her over the years and said that it truly has been a pleasure to have worked and helped all within the Town.

Mr. Peter King was present and presented the Board with pictures from the Veterans Day Ceremony at Bourne National Cemetery for Sgt. Monti.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mrs. Smith made everyone aware that there are solicitors in the area calling themselves “Our Troops” who are not associated with the Raynham Veterans Committee. Mr. McKinnon asked that possibly the Police Department get involved to investigate the solicitors to see who they might be.

Mrs. Smith thanked the Sons of the American Legion for their donation to the Veterans Memorial Fund of $2,000.

Mr. Pacheco informed all that the State House Education Reform Act for 2009 included an expansion of Charter Schools in MA.  Mr. Pacheco discussed the present numbers allowed and the proposed increase and the negative effect it had on B-R’s budget.  He stated that the increase of Charter Schools would decrease the amount of dollars to local schools.

Correspondence – The Board received from Homes for Our Troops a letter thanking them for allowing the First Annual 5-Mile Memorial Run on November 7, 2009.

Correspondence – The Board received from Senator Pacheco information regarding a Health & Human Services and Employment Assistance Fair to be hosted at the Bristol/Plymouth Regional Vocational Tech High School on November 21, 2009 from 10am-3pm.

Correspondence – The Board received a request for a Tag Day from the Raynham Middle School sports for December 5, 2009.  Mr. Pacheco motioned and Mrs. Smith seconded to approve the Tag for the Raynham Middle School sports.  Mr. McKinnon made it unanimous.

8:14pm – Mr. Pacheco motioned and Mrs. smith seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  Mr. McKinnon made it unanimous
