Board of Selectmen Minutes 11/24/2009
November 24, 2009                                               BOARD OF SELECTMEN

Chairmen Donald McKinnon called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.

Present were Donald L. McKinnon, Marie Smith, and Joseph Pacheco.

Mrs. Smith motioned and Mr. Pacheco seconded to accept the minutes of the November 17, 2009 meeting as printed.  Mr. McKinnon made it unanimous.

David Lenger, Real Estate Broker for Joe T’s Pub was present with the proposed new owner, Larry Painten.  Mr. Painten informed the Board that he and Dave Benvissuto are currently purchasing the establishment.  He informed that permits have been obtained for the installation of the sprinkler system and that a water test was performed yesterday.  He presented to the Board a draft copy of the Purchase and Sales Agreement.  Mr. McKinnon asked whether Mr. Painten had past experience in this type of business.  Mr. Painten explained that his family had once owned the business at the exact same location and worked for them for approximately six years along with bartending in Stoughton.  He was a contractor and had the ability of performing most of the work at the establishment.  Mrs. Smith asked if he would have the same type of business as the previous owners.  He said that he was not sure the type of business it was, but would like to install possibly pool tables for leagues and maybe entertainment.  Mrs. Smith questioned the experience of Mr. Painten’s partner.  He said that Mr. Benvisutto has worked as a bartender and was currently in marketing.  Mrs. Smith asked if a name has been chosen for the establishment.  He informed the Board of a few possible names, but has not committed to one as of this date.  Mr. Pacheco asked if food was going to be served.  Mr. Painten assured the Board that there would be food sold.  Mr. Buckner asked if the application for the liquor license was complete.  He said that the application was extensive and he had presented the form to his lawyer to complete.  Mr. Pacheco suggested that they also speak to the Police Department about police details at the establishment.  Board members urged Mr. Painten to remain in communications with Mr. Buckner as to the Purchase and Sales Agreement and Liquor License application.  

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon spoke of the proposed retirement of Carl Gauthier from Paramount Development (Raynham Woods).  Mr. McKinnon said that he had been at Paramount for over past twenty years.  Mrs. Smith complimented Mr. Gauthier on the number of businesses he had brought to the Town.  Mr. Pacheco motioned and Mrs. Smith seconded to forward a letter of congratulations to Mr. Gauthier on his retirement.  Mr. McKinnon made it unanimous.

Mrs. Smith wished all a very Happy Thanksgiving.

Mr. Pacheco reminded all of the RAVE Craft Fair this Saturday at the Merrill School from 9-3pm.
Mr. Pacheco informed all that the Police Department has been awarded a Grant by the State in the amount of $54,694.  Board members requested a letter of thank you be forwarded to Ms. Walley for her assistance in the application process for the Grant.
Mr. Pacheco said that there could be the possibility of another grant that the Town could quality for and will update the Board within the next few weeks.

Correspondence – The Board received from Mr. Andrade, Chairman of the Planning Board, information regarding a special meeting it held for discussion of Carriage Hill Estates and Whippoorwill Estates.  The Planning Board’s recommendation was not to accept the streets of Carriage Hill Estates or Whippoorwill Estates as Town ways at this time. Included was the report of the Town’s engineer with a list of many items needed to be completed prior to acceptance.

Mr. Buckner suggested the developer of Carriage Hill Estates make necessary changes prior to the next Town Meeting if the acceptances of the streets were to be submitted.  Mr. McKinnon suggested that the bond, which the Town is holding, be pulled for the completion of the roads.

Correspondence – The Board received an announcement of the Annual Winter Concert at the High School on December 16, 2009 at 7pm.

Correspondence – The Board received from Representative Flynn an update on the proposed South Coast Rail from the State and the lack of funding.

Correspondence – The Board received from the Bridgewater/Raynham Regional School Committee an invitation to a Special Meeting on December 9, 2009 to discuss the Education Reform Formula.

Correspondence – The Board received from Attorney Paul Tardi, representative for Ryan Family Amusement, a withdrawal of an application for a seasonal liquor license.

Correspondence – The Board received from Joseph Linhares a letter of consideration for the Wiring Inspector position.

Correspondence – The Board received a request for a variance on a septic installation at 50 Captains Landing.  Mr. Perry recommended approval.  Mrs. Smith motioned and Mr. Pacheco seconded to approve the variance for a septic installation at 50 Captains Landing.  Mr. McKinnon made it unanimous.

Correspondence – The Board received a request for a Tag Day from the Bridgewater Girls Basketball Team for a canister fundraiser on December 6, 2009.  Mrs. Smith motioned and Mr. Pacheco seconded to approve the Tag Day.  Mr. McKinnon made it unanimous.

7:53pm – Mrs. Smith motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants and to go into Executive Session regarding Collective Bargaining with no business to be conducted afterwards.  Mr. McKinnon made it unanimous
