December 8, 2009 BOARD OF SELECTMEN
Chairmen Donald McKinnon called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.
Present were Donald L. McKinnon, Marie Smith, and Joseph Pacheco.
Mrs. Smith motioned and Mr. Pacheco seconded to accept the minutes of the December 1, 2009 meeting as printed. Mr. McKinnon made it unanimous.
Present was Chief Pacheco, Sgt. Robert Pohl and members of Sgt. Pohl’s family. The Chief read a Letter of Recognition to all for Sgt. Robert Pohl. Sgt. Pohl served the Town of Raynham for over 37 years and retired as of October 31, 2009. Lt. Carr spoke highly of Sgt. Pohl and how he was a leader in the field who took tremendous responsibility for everything he did. Board members thanked Sgt. Pohl for his dedication in serving the Town and wished him the very best in his retirement.
7:24pm – Board of Assessors Classification Hearing. Present was Mr. Lalli and Mr. Luciano. Board members were presented a package of information compiled by the Assessor’s. Mr. Lalli stated that all figures are pending DOR approval. Mr. Lalli stated that 2009 was a re-valuation year for the Town. The average current home value is $326,400. The Levy total for 2010 would be $25,106,271 which included the debt exclusion of $3,195,842. Water District rates for 2010 were reviewed. The Center Water District rate is $0.92 and the rate for 2009 was $0.84. The North Raynham Water District rate is $1.74 and the rate for 2009 was $1.02. Mr. Lalli said $0.39 of the increase for the North is due to the new treatment plant. The usage of water has decreased
town-wide by 7%, due to restrictions during the summer, which also decreased the revenue for them. Average water bill for a home in the North would be $568 and that the Center would be $300. Mr. Lalli said that all the debt exclusions for the Town were now long-term permanent bonds. Assessors reviewed the top five business properties in the Town and their tax levies. Board members thanked the Assessors for their hard work and tabled discussions until December 15, 2009.
Buckner’s Town Administrator’s Report was reviewed.
Mrs. Smith motioned and Mr. Pacheco seconded to cancel the regular scheduled Board of Selectmen meeting for December 22, 2009 because of the holidays. Mr. McKinnon made it unanimous.
Mrs. Smith motioned and Mr. Pacheco seconded to schedule a Public Hearing on December 29, 2009, 7:15pm for the transfer of a liquor license from Gilly’s Pub to Surly Johnson Sports Bar & Grill.
Mr. McKinnon made it unanimous.
Mrs. Smith informed that the cable studio was also complete and should be online by January 1, 2010. The next Cable Committee meeting is scheduled for December 16, 2009 at 4pm.
Board members spoke of the recent Bridgewater/Raynham High School football game held at Gillette Stadium and requested a letter to be forwarded to the coaches and players congratulating them on their outstanding team effort and extending an invitation to the team to attend a Board of Selectmen meeting.
Correspondence – The Board received from Caroline A. Foster a request to review procedures on the sale/gifting of cemetery plots. Mr. Pacheco motioned and Mrs. Smith seconded to forward the request to the Cemetery Commission. Mr. McKinnon made it unanimous.
Correspondence – The Board received from Earnest Raymond, 134 Elm Street West a request to live in a trailer on his properly up to 12 months during the renovation of his home. Mrs. Smith motioned and Mr. Pacheco seconded to approve the request. Mr. McKinnon made it unanimous.
Correspondence – The Board received from David Wluka a request for approval of gravel removal on Gardiner Street. Mr. Buckner informed that soil testing is needed to be performed prior to scheduling a Public Hearing. Board members tabled until soil testing was completed.
Correspondence – The Board received an invitation for a Special School Committee meeting on December 9, 2009 at the Bridgewater/Raynham High School.
Correspondence – The Board received a request from the Raynham Lions Club for a 1-day liquor license to host a fundraiser, “Texas Hold Em”, on January 16, 2010. Approval from Park & Rec for the event had been received. Mrs. Smith motioned and Mr. Pacheco seconded to approve the 1-day liquor license for the Raynham Lions Club on January 16, 2010. Mr. McKinnon made it unanimous.
Correspondence – The Board received from the Lakeville High School Volleyball Team a request for a Tag Day on December 21, 2009. Mrs. Smith motioned and Mr. Pacheco seconded to approve the Tag Day for the Lakeville High School Volleyball Team for December 21, 2009. Mr. McKinnon made it unanimous.
8:35pm – Mrs. Smith motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards. Mr. McKinnon made it unanimous
