Board of Selectmen Minutes 04/13/2010

APRIL 13, 2010                                                  BOARD OF SELECTMEN

Chairmen Donald McKinnon called the regular meeting of the Raynham Board of Selectmen to order at 7:06pm.

Present was Donald McKinnon, Marie Smith and Joseph Pacheco.  

Mrs. Smith motioned and Mr. Pacheco seconded to accept the minutes of the April 6, 2010 meeting as printed.  Mr. McKinnon made it unanimous.

Mr. Ellis was present and requested the Board’s approval on the 11th Annual Raynham Community Pride Day.  The scheduled date would be September 19, 2010 with a rain date of September 26, 2010.  Mr. Ellis informed that Park & Recreation Commission had approved.  Mrs. Smith motioned and Mr. Pacheco seconded to approve the 11th Annual Raynham Community Pride Day for September 19, 2010 with a rain date of September 26, 2010.  Mr. McKinnon made it unanimous.
Mr. Ellis informed the Board that the Monti Committee voted unanimously last night to cancel the proposed parade to honor Sgt. Jared Monti which was previously discussed.  Mr. Ellis said that upon the recommendation from the Board at the last meeting, the Committee voted to re-schedule the dedication at the Four Corners followed by a ceremony at the Middle School for July 18, 2010 beginning at 2pm.  Board members concurred that the event now scheduled for July 18th was an honor to approve.  Mrs. Smith motioned and Mr. Pacheco seconded to approve the dedication and ceremony to honor Sgt. Jared Monti for July 18, 2010 beginning at the Four Corners followed by a ceremony at the Middle School, pending approval from the School Department.  Mr. McKinnon made it unanimous.
Mr. Ellis spoke to the principal today who had no objection to the ceremony at the Middle School except to inform him of the custodial fee for the event.  The activities planned for the Middle School is identical to the program planned last year where a color guard and state dignitaries have been invited to attend.

Mr. Ellis reminded all of the Veterans Memorial Committee fundraiser scheduled for April 25, 2010 at the Raynham Flea Market, Stop & Shop, Walmart and Market Basket.

Board Members reviewed the printed warrant for the Annual Town Meeting. Mrs. Smith motioned and Mr. Pacheco seconded to accept the printed warrant as presented.  Mr. McKinnon made it unanimous.
Mr. Buckner informed all that the Pre-Town Meeting is scheduled for May 11, 2010 at the Town Hall.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mrs. Smith thanked both Mr. McKinnon and Mr. Pacheco for their assistance during her recovery period after surgery and everyone for their thoughts and cards.

Mr. Pacheco said that he reviewed the Gambling Bill being voted on at the State level and that the bill does protect the interest of Raynham.

Mr. McKinnon spoke of the decrease in funding for the Town in Local Aid due to the closure of the Dog Track.  Mr. Buckner stated that the change in figures on the line item, if zero, would be a 25% loss to Local Aid.  Mr. McKinnon said that the State projected a figure of 4%, therefore is requesting correspondence to be forward to the State asking them for a 21% increase to Raynham’s Local Aid.

Mr. McKinnon informed all that he, Mr. Buckner, Mr. Wheeler along with Representative Flynn met with Christine Lynch of the State Department of Elementary and Secondary Education in Boston last week to discuss the de-regionalization process.  Ms. Lynch informed Mr. McKinnon that an analysis and plan of the break-up would need to be forwarded to the Department of Education for a decision.  She also said that the State would have the final vote as to the split.

Correspondence – The Board received from the Lions Club a request for a Texas Hold-Em fundraiser on May 22, 2010.  Mrs. Smith motioned and Mr. Pacheco seconded to approve the Texas Hold-Em fundraiser for the Lions Club for May 22, 2010.  Mr. McKinnon made it unanimous.

Correspondence – The Board received from Mr. Perry an appreciation letter to the Karen Reamsnyder the veterinarian administering the shots for her participation in the Town’s recent Rabies Clinic.
Mr. McKinnon suggested that because of the many years of dedication in helping with the Rabies Clinic and giving back to the community, a plaque should be presented to the Ms. Reamsnyder from the Town thanking her for the many years of service.  Mrs. Smith motioned and Mr. Pacheco seconded to approve the presentation of the plaque.  Mr. McKinnon made it unanimous,

Correspondence – The Board received information regarding Raynham Youth Baseball/Softball Opening Day ceremonies.  The event is scheduled for April 25, 2010 with a parade beginning at 11:15am followed by field ceremonies at 11:45am.

Correspondence – The Board received a letter of commendation from the Board of Sewer Commissioners for the outstanding job done in March during the flood storms. Sewer Department Employees helping during the storms were Rob Carey, Brian Oldfield, Joe Correia and Ron Santos.

Correspondence – The Board received from the Highway Department, Raynham Employee Union a request to re-open negotiations.  Present contract expires June 30, 2010.

Correspondence – The Board received a request from the MASS DOT to close Bridge Street during the re-construction of the bridge.  Re-construction was estimated to take 8 weeks. Mrs. Smith motioned and Mr. Pacheco seconded to approve MASS DOT’s request to close Bridge Street during construction.  Mr. McKinnon made it unanimous.

Correspondence – The Board received a request from the following for Tag Days: Spark All Star Cheerleading for July 17 & 18, 2010 and Bridgewater Community College Refined Movement Dance Club for April 24, 2010.  Mrs. Smith motioned and Mr. Pacheco seconded to approve the above-listed Tag Days as submitted.  Mr. McKinnon made it unanimous.

Michael Heylin from RAYCAM was present and discussed concerns with noise in the broadcasting from the Town Hall.  He said that the cause of the noise is coming from one of the cameras in the meeting room.  The camera is defective and will be replaced.  Mr. Heylin informed that the School Committee Candidate Night and Sewer Commission Candidate Night will be broadcasted on Channel 98.

8:24pm-Mrs. Smith motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, and to go into Executive Session regarding Personnel with no business to be conducted afterwards.  Mr. McKinnon made it unanimous.
