May 25, 2010 BOARD OF SELECTMEN
Chairmen Marie Smith called the regular meeting of the Raynham Board of Selectmen to order at 7:03pm.
Present were Marie Smith, Donald L. McKinnon, and Joseph Pacheco
Mr. Pacheco motioned and Mr. McKinnon seconded to accept the minutes of the May 18, 2010 meeting as printed. Mrs. Smith made it unanimous.
Dedication of the Raynham 2009 Town Report
Mrs. Smith read the dedication of the Raynham 2009 Town Report for Cpl. Brian Oliveira and Lt. Jared Monti. Mr. McGarry was present and requested the Board’s approval for the Highway Department to erect the sign at the intersection of Ralph Road honoring fallen hero Cpl. Brian Oliveira. Mr. Pacheco motioned and Mr. McKinnon seconded to approve the installation of the sign on Ralph Road for fallen hero Cpl. Brian Oliveira. Mrs. Smith made it unanimous.
Board members thanked both families for being present and for their son’s dedication to our country.
Members present for Cpl. Brian Oliveira family were father David Horsemen, Brother Derek Horsemen, Sister Carolyn Horsemen and Tim Harding. Mr. Paul Monti was present for the family of Sgt. Jared Monti.
Both families thanked the Board and the Town for the remembrance of their sons.
John Montagano, Veteran Agent, also was present and presented both families with pins. Chief Pacheco thanked the Town from a historical perspective for the dedication of our fallen heroes and how truly a wonderful way it was to honor them.
7:27pm-SMC Group, LLC d/b/a Surly Johnson Sports Bar & Grill, application for alteration of premises.
Present was Mark Barry and Christian Fauria. Mr. Barry informed the Board that the alteration of the premises would be to an existing walkway. The walkway would be turned into a fenced-in area to accommodate approximately 4-5 tables for patrons to sit and eat. Mr. Barry stated that the hours for the patio would be between 11:30am-9pm. Mrs. Smith inquired about the existing smoking area. Mr. Barry said that the smoking area is located on the opposite side of the proposed walkway. Mr. Fauria stated that it would only be seasonal and would not be open during the winter months. Tim Grabarz, 525 Broadway was opposed of the patio due to possible increase noise and safety of patrons.
Mr. Fauria stated that if residents feel they have concerns with the establishment to please visit and talk to the owners at any time. Mr. Pacheco asked where the tables and chairs were to be stored when not in use. Mr. Barry said that there is a chained link area in the back where they will be stored after 9pm.
Mr. McKinnon informed all that there is 2-3 establishments in Town who do have outdoor seating areas, although are in an isolated area and whereas the present establishment is in a residential area.
Mr. McKinnon recommended the Board take under advisement the proposed. Mrs. Smith asked that the Fire Department and Police Department review the proposed plans. Mr. Pacheco motioned and Mr. McKinnon seconded to take under advisement and continue the Hearing until June 1, 2010. Mrs. Smith made it unanimous.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Correspondence – The Board received information from Bay State Gas regarding a program Arrearage Forgiveness, being offered to customers who have fallen behind in payments.
Correspondence – The Board received a copy of a letter written by Mrs. King addressing correspondence from a resident on the Notice of Tax Taking. Mrs. King stated in her letter that the Town does advertise delinquent tax payers and the last advertisement was done on November 27, 2009.
Correspondence – The Board received the following requests for Tag Days: Happy Hearts for June 27, July 2 & 9, 2010 and Wheels & Heels for May 28, 2010. Mr. Pacheco motioned and Mr. McKinnon seconded to approve the above listed Tag Days. Mrs. Smith made it unanimous.
8:09pm – Mr. Pacheco motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.
Mrs. Smith made it unanimous.
