Board of Selectmen Minutes 06/15/2010

June 15, 2010                                                   BOARD OF SELECTMEN

Chairmen Marie Smith called the regular meeting of the Raynham Board of Selectmen to order at 7:00pm.

Present were Marie Smith, Donald L. McKinnon, and Joseph Pacheco

Mr. Pacheco motioned and Mr. McKinnon seconded to accept the minutes of the June 1, 2010 meeting as printed.  Mrs. Smith made it unanimous.

Chief Pacheco was present and informed the Board that he had received a Civil Service list for the Sergeant position which will be reviewed and a recommendation forthcoming.  
Chief Pacheco stated that the officers in his Department currently travel to the Bridgewater Correction Facility for the use of their firing range.  Chief Pacheco asked for the Board’s permission to designate a location in Town to be used as a firing range for the officers.  Chief Pacheco advised that there were locations at the two closed landfills which could be used.  Board Members also discussed the previously proposed location of the ash landfill.  Mr. McKinnon suggested a joint meeting with Mr. Stolte to discuss both locations.
Chief Pacheco informed the Board that a local inventor has designed a scanner to allow officers to scan motor vehicle licenses, registrations and vehicle ID information into the cruiser computer.  He stated that, with the ability to scan these items instead of hand writing the information, it could save approximately 15 minutes per incident. A presentation of the scanner was requested by Chief for the next meeting.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Pacheco informed that at the next Planning Board, there will be a power point presentation regarding the North Raynham/Dog Track Market Study.

Mr. McKinnon informed all that the next meeting regarding the de-regionalization/superintendency is scheduled for July 21, 2010.

Correspondence – The Board received from the Bridgewater/Raynham Regional School Committee Bargaining Team and Bridgewater/Raynham Education Association a letter stating that the teacher’s union had agreed to a zero percent pay increase for FY11; negotiations  on other terms of employment were ongoing.

Correspondence – The Board received a thank you note from the family of Brian Oliveria for the Raynham Annual Report Dedication.  The note stated that Mrs. Oliveria and son would be visiting the area in the near future and Mr. Mr. McKinnon requested Mr. Buckner to obtain a possible date for the Board to meet with Mrs. Oliveria.

Correspondence – The Board received information regarding grant funding being proposed for the development of 22 units through the Raynham Housing Authority.

Correspondence – The Board received from the Town of Wrentham a request for assistance with several onerous provisions taking effect July 1, 2010 in regards to the Open Meeting Law.

Correspondence – The Board received information from Mass DOT regarding the closure of Bridge Street bridge effective June 7, 2010.

Correspondence – The Board received a copy of a letter of thanks forwarded to Ivan Wilstrom from Chief Pacheco for his compassionate assistant aiding a victim pinned under a car at the Market Basket.

Correspondence – The Board received from SRPEDD a request to nominate two selectmen to serve on the South East Metropolitan Planning Organization.  Mr. McKinnon suggested Mr. Pacheco.

Correspondence – The Board received a request for a Tag Day from the Bridgewater/Raynham Wrestling Team for June 24 and July 1, 2010.  Mr. Pacheco motioned and Mr. McKinnon seconded to approve the Tag Days for the Bridgewater/Raynham Wrestling Team for June 24 and July 1, 2010.  Mrs. Smith made it unanimous.

Correspondence – The Board received from the American Red Cross a flyer publicizing the Blood Drive taking place on June 29, 2010.

7:40pm – Mr. Pacheco motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.
Mrs. Smith made it unanimous.
