Board of Selectmen Minutes 10/5/2010

BOARD OF SELECTMEN                                                            October 5, 2010

Chairman Marie Smith called the regular meeting of the Raynham Board of Selectmen to order at 7:05pm.

Present was Marie Smith, Donald L. McKinnon and Joseph Pacheco.

Acceptance of the Minutes --  Mr. McKinnon motioned and Mr. Pacheco seconded to accept the minutes of the September 28, 2010 meeting as printed.  Mrs. Smith made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

A few weeks ago, the Board received concerns from a resident regarding vehicles speeding on the newly paved Bridge Street.  Mr. Pacheco informed all that since then a speed sign has been posted to help aid the concerns of those residents.

7:15pm – Public Hearing – Acceptance of a layout for Karen’s Way
Mr. Hansen, Hansen Associates, Inc. was present and informed the Board that the conditions previously stated for the approval from the Planning Board had been met.  All property taxes have been paid, drainage issues addressed, detention basins cleaned and mowed, and a minor plan change to include house numbers.  
Mr. Hansen informed the Board that the street has been paved for approximately three years.
Mr. Pacheco thanked Mr. Hansen for the work in completing the project.  Mr. McKinnon motioned and Mr. Pacheco seconded to accept the layout for Karen’s Way and to place an article on the Town Warrant for the acceptance of the roadway.  Mrs. Smith made it unanimous.
7:20pm – Public Hearing closed

7:20pm- Public Hearing – acceptance of a layout for Foxwood Lane, Village at Foxwoods
Brian Mulligan, L & M Custom Builders was present and informed the Board that the conditions previously stated for the approval from the Planning Board had been met.  Relocation of a fence, detention basins cleaned and an as-built submitted to the Planning Board.  Mr. Pacheco informed that all property taxes were current.
Mr. McKinnon motioned and Mr. Pacheco seconded to accept the layout for Village at Foxwoods and to place an article on the Town Warrant for the acceptance of the roadway.  Mrs. Smith made it unanimous.
7:24pm – Public Hearing closed

Correspondence – The Board received from the Fire Department the Monthly Activity Report for September.

Correspondence – The Board received from the Commonwealth of Massachusetts-ABCC, a Notice of a Hearing on October 27, 2010 at 9:30am regarding the Appeal from the action of the Licensing Board of the Town of Raynham for not approving the application of George L. Moniz, Jr., d/b/a Raynham Laundry Center for a Seasonal Wine and Malt Beverage License at 575 South Street West.

Correspondence – The Board received from the Raynham Housing Authority information regarding additional funding for 10 extra units.  Included was a letter from HUD stating that the Raynham Housing Authority application was rated favorably; but the Town did not receive any funding for this year.

Correspondence –The Board received from the Governor’s Office an acknowledgement of a letter from the Town conveying the concerns the Board had about the Governor’s position on the issue of slot machines at race tracks.

Correspondence – The Board received from the Massachusetts Department of Environmental Protection information regarding their review for the application for a sewer system extension from the Raynham Sewer Commission.  The Department of Environment Protection had made a tentative determination to issue the permit.

Correspondence – The Board received a reminder from St. Ann’s Parish regarding their Blood Drive on Saturday, October 9, 2010.

Correspondence – The Board received the following requests for Tag Days:  Taunton High School Face-Off Club for November 19, 2010; Christian Fellowship of Lakeville for December 4, 5 & 11, 2010; Gloria Gamma Foundation of Needham for October 8 & 22, 2010; and Raynham Boys Travel Basketball Team for December 18 & 19, 2010.  Mr. McKinnon motioned and Mr. Pacheco seconded to approve the above-listed Tag Days.  Mrs. Smith made it unanimous.

7:30-Presentation by David Tobin, Consultant, Town of Raynham K-8 Study Committee.
Mr. Tobin, Education Consultant, was present to give an Executive Summary of his report on the costs of de-regionalizing and forming a separate district or a superintendency union.  Mr. Tobin reviewed the package given to all in a slide-show.  The package also included information on different ways in which the Town could improve the School District without separating.

8:55pm-Mr. McKinnon motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  Mrs. Smith made it unanimous.
