Board of Selectmen Minutes 10/12/2010



BOARD OF SELECTMEN                                                            October 12, 2010

Chairman Marie Smith called the regular meeting of the Raynham Board of Selectmen to order at 7:07pm.

Present was Marie Smith, Donald L. McKinnon and Joseph Pacheco.

Acceptance of the Minutes --  Mr. Pacheco motioned and Mr. McKinnon seconded to accept the minutes of the October 5, 2010 meeting as printed.  Mrs. Smith made it unanimous.

Pat Riley was present and recommended the appointment of Kim Dolan to the position as RAVE Director of Volunteers.  Ms. Riley spoke of Mrs. Dolan’s commitment to RAVE especially recently serving as co-chair of the Kindergarten Week Program.  Mr. Pacheco motioned and Mr. McKinnon seconded to appoint Ms. Dolan as Director of Volunteers for Raynham Schools.  Mrs. Smith made it unanimous. Board members welcomed and thanked Ms. Dolan.

Ms. Riley informed all that RAVE’s Holiday Craft Fair is scheduled for November 25, 2010 at the Merrill School.
Ms. Riley also said all that RAYCAM will be conducting a Candidates Night on October 25, 2010 for the Senate seat and October 26, 2010 for the State Representative seat.

Correspondence – The Board received from the Raynham Cultural Council a recommendation to appoint Richard White to the vacant position on the Council.  Mr. Pacheco motioned and Mr. McKinnon seconded to appoint Richard White to the Raynham Cultural Council.  Mrs. Smith made it unanimous.

7:17pm – Joint Meeting with Finance Committee and Capital Planning Committee members, re: Fall Town Meeting Articles.
Members from both Committees were present including Mr. Wheeler and Mr. Loftus.
Board Members reviewed 29 Article with the Committees.  
Present was Mr. Luciano who presented the Board with an article which would allow the Assessors to abate the property taxes of National Guard members and reservists serving overseas.  
Mr. Pacheco motioned and Mr. McKinnon seconded to approve and place the article on the Town Warrant.  Mrs. Smith made it unanimous.

Correspondence – The Board received from the Planning Board information regarding a unanimous vote to accept Phase I-Carriage Hill which consists of Homestead Drive, Parsons Walk, Durham Drive and Carriage Hill Drive.  Present was a representative from Champion Builders who informed the Board that all issues including payment of taxes were complete.  Mr. Pacheco stated that, as of this date, there was a balance due for taxes in the amount of $3,700.  Mr. Pacheco said that if the taxes due are not paid in full by the time of the Town Meeting, he would vote against the acceptance of the roadway.  Mr. Pacheco motioned and Mr. McKinnon seconded to place the article on the Warrant for the Town Meeting.  Mrs. Smith made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. Pacheco informed all that he attended the Fire Safety Week luncheon at the Merrill School and that he also attended the Harvest Festival.
Mr. Pacheco thanked Mr. Luciano and Deputy Nunes for their assistance in getting the Home Rule petition for the Raynham Development Revolving Account passed by the Legislature and signed by the Governor. Mr. Pacheco motioned and Mr. McKinnon seconded to forward a letter of appreciation to both.  Mrs. Smith made it unanimous.

Correspondence – The Board received from Mr. Stolte a recommendation to award a three-year contact to American Rock Salt, Mt. Morris, NY for road salt.  Mr. Pacheco motioned and Mr. McKinnon seconded to award the three-year contact to American Rock Salt.  Mrs. Smith made it unanimous.

Correspondence – The Board received from Mr. Stolte a letter expressing concerns from Donald Francis regarding Rt. 138.  Board members thanked Mr. Stolte for his correspondence and informed all that Rt. 138 was the responsibility of the State but that the town would do whatever it could to facilitate necessary repairs.

Correspondence – The Board received from Bristol Plymouth Regional High School an invitation to their Open House scheduled for October 23, 2010.

8:27pm-Mr. Pacheco motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  Mrs. Smith made it unanimous.
