Board of Selectmen Minutes 10/19/2010

BOARD OF SELECTMEN                                                            October 19, 2010

Chairman Marie Smith called the regular meeting of the Raynham Board of Selectmen to order at 7:03pm.

Present was Marie Smith, Donald L. McKinnon and Joseph Pacheco.

Acceptance of the Minutes -- Mr. McKinnon motioned and Mr. Pacheco seconded to accept the minutes of the October 12, 2010 meeting as printed.  Mrs. Smith made it unanimous.

Chief Pacheco was present and requested the Board’s permission to obtain a list of officers available on the Civil Service List.  Mr. McKinnon motioned and Mr. Pacheco seconded to approve the Chief’s request to obtain a list of officers available on the Civil Service List.  Mrs. Smith made it unanimous.

Mr. Buckner requested the Board to appoint an interim Building Inspector during the absence of
Mr. Machado.  Mr. Buckner recommended appointing David Moore of Bridgewater who is fully licensed.  Mr. McKinnon motioned and Mr. Pacheco seconded to appoint David Moore as interim Building Inspector during the absence of Mr. Machado.  Mrs. Smith made it unanimous.

Mr. Buckner informed the Board that the printed Warrant reflects the added Article submitted by the Assessor’s Office last week.  Mr. McKinnon motioned and Mr. Pacheco seconded to accept and sign the Warrant as printed.  Mrs. Smith made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Board Members discussed the up-coming meeting for the Re-Precincting Workshop on October 26, 2010.

Mr. McKinnon discussed the article on the warrant pertaining to the proposed override if voted on for the possible break of Grades K-8.

Mrs. Smith informed all that she attended the Open House at Bristol Agricultural High School over the weekend and also attended David Flynn’s retirement party.  Mrs. Smith congratulated all the newly elected officials in Bridgewater.

Correspondence – The Board received from Attorney Brennan information regarding Carriage Hill Estates, Phase I.  Parcel 242J, Map 12 is owned by EKO Realty Trust, not Carriage Hill. Atty. Brennan believed all taxes for Carriage Hill were up-to-date.

Correspondence –The Board received correspondence from Chief Januse to Chief Pacheco commending Patrolmen Helvio Silveira and Fire Fighter Michael Peters for providing service and support to townspeople and their respective departments that went beyond their duties recently during a fire.
Board members congratulated both Patrolmen Helvio Silveira and Fire Fighter Michael Peters.

Correspondence – The Board received from the Bristol County Mosquito Control Project a notice regarding a Public Meeting to present and discuss its preliminary proposed budget for FY12 on October 25, 2010.

Correspondence – The Board received from the Department of Revenue information regarding a waiver of Raynham’s required contribution to meet the spending prescribed by the Education Reform Act, Chapter 71 of the Acts of 1993.  The following are the reductions for the various regional schools: Bridgewater/Raynham-$61,138 , Bristol/Plymouth-$4,901  and Bristol County-$521 .

Correspondence – Board members scheduled an Executive Session regarding a Grievance on November 2, 2010.

Correspondence – The Board received the following requests for Tag Days:  Boy Scout Troop 1830 of West Bridgewater for a fundraiser on November 24, 2010 and the Shriner’s Burn Hospital for October 26 through 29, 2010.  Mr. McKinnon motioned and Mr. Pacheco seconded to approve the above listed Tag Days.  Mrs. Smith made it unanimous.

7:35pm-Mr. McKinnon motioned and Mr. Pacheco seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  Mrs. Smith made it unanimous.
