Board of Selectmen Minutes 12/14/2010


BOARD OF SELECTMEN                                                      December 14, 2010

Chairman Marie Smith called the regular meeting of the Raynham Board of Selectmen to order at 7:05pm.

Present were Marie Smith, Donald L. McKinnon and Joseph Pacheco.

Acceptance of the Minutes -- Mr. Pacheco motioned and Mr. McKinnon seconded to accept the minutes of the December 7, 2010 meeting as printed.  Mrs. Smith made it unanimous.

Mrs. Smith stated that the Board received a request for a Change of Officer/Directors from Westborough Beverage d/b/a Wal-Mart Supercenter.  Mr. Pacheco motioned and Mr. McKinnon seconded to approve the Change of Officer/Directors as submitted.  Mrs. Smith made it unanimous.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon informed all that Raynham’s Local Aid for FY 11 had been reduced by 15-20%.  Mr. McKinnon suggested forwarding correspondence to the Department of Revenue through Raynham’s State Representative and Senator asking them if there are any communities in the Commonwealth who has a 10% of greater reduction in Local Aid.  Mr. McKinnon motioned and Mr. Pacheco seconded to forward correspondence to Raynham’s State Representative and Senator asking them to request from the DOR, in writing, their recommendation as to the Local Aid cuts within the Commonwealth.  Mrs. Smith made it unanimous.
Mr. McKinnon recommended that the correspondence be jointly signed by the Chairman of the Finance Committee.

Board Members reviewed the correspondence drafted and addressed to Dr. Pacy.  Mr. Pacheco motioned and Mr. McKinnon seconded to forward the letter to Dr. Pacy as printed.  Mrs. Smith made it unanimous.

Mr. McKinnon informed all that the Town has two copies of the K-8 Study prepared by Mr. Tobin available for perusal.

7:25pm- Public Hearing - Tax Classification
Present was the Board of Assessors: Mr. Luciano, Mr. Lalli and Mr. Lewis.  Mr. Luciano presented the Board with a packet of information along with the Board’s recommendation of a1.26 shift in the tax levy from residential to commercial for the up-coming year.  Also present was Kerrie Babin from the Taunton Chamber of Commerce.  Ms. Babin asked the Board to consider lowering the tax rate for businesses in 2011.  
Mr. Pacheco stated that the voters like to see consistency from the Town and would be in favor of the 1.26 shift which would be the same as last year.  Mr. Pacheco thanked Ms. Babin for the continued support to businesses in the area.  Mr. Pacheco motioned and Mr. McKinnon seconded to accept a 1.26 shift in the tax rate for 2011.  Mrs. Smith made it unanimous.
7:53pm-Public Hearing Closed

Correspondence – The Board received from the Highway Department a request to purchase a new F-350 truck, as approved at the Fall Town Meeting, which would replace the Highway Department’s vehicle #42.  Mr. Pacheco motioned and Mr. McKinnon seconded to approve the purchase of a new F-350 Truck.  Mrs. Smith made it unanimous.

Correspondence – The Board received a letter of resignation from Patrolman Helvio Silveira effective December 15, 2010.  Mr. Pacheco motioned and Mr. McKinnon seconded to accept Patrolman Silveira resignation with deep regret.  Mrs. Smith made it unanimous. Board members concurred to forward a letter of appreciation to Patrolman Silveira.

Correspondence – The Board received information regarding Bridgewater/Raynham High School Holiday Concert on December 16, 2010 at 6pm.

Correspondence – The Board received from Attorney Antine the decision of the ABCC regarding the appeal by George L. Moniz d/b/a Raynham Laundry Center of the Board’s denial of his application for a Seasonal Wine & Malt Beverage License.  The determination stated that the reasons for denying the applicant were proper and valid.
8:00pm-Mr. Pacheco motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards.  Mrs. Smith made it unanimous.
