BOARD OF SELECTMEN January 11, 2011
Chairman Marie Smith called the regular meeting of the Raynham Board of Selectmen to order at 7:01pm.
Present was Marie Smith, Donald L. McKinnon and Joseph Pacheco.
Acceptance of the Minutes -- Mr. Pacheco motioned and Mr. McKinnon seconded to accept the minutes of the January 4, 2010 meeting as printed. Mrs. Smith made it unanimous.
Appointment – A recommendation from the Conservation Commission was read by Mrs. Smith for the appointment of William Reynolds to the vacant position. Mr. Pacheco motioned and Mr. McKinnon seconded to appoint William Reynolds to the Conservation Commission. Mrs. Smith made it unanimous. Board members welcomed Mr. Reynolds and thanked him for stepping up to serve his Town.
Appointment – A recommendation from the Finance Committee was read by Mrs. Smith for the
appointment of Thomas A. Gallagher to the vacant position. Mr. Pacheco motioned and Mr. McKinnon seconded to appoint Thomas A. Gallagher to the Finance Committee. Mrs. Smith made it unanimous. Board members welcomed Mr. Gallagher and spoke highly of him for the time he served on the Committee in the past.
Tag Day Summit – Mr. Buckner presented the Board with requests for Tag Days for the upcoming year. Mr. Pacheco motioned and Mr. McKinnon seconded to approve the Tag Days as submitted. Mrs. Smith made it unanimous.
Mr. Buckner’s Town Administrator’s Report was reviewed.
Mr. McKinnon asked if a Special Town Meeting would need to be scheduled prior to the regular Special Town Meeting held in May especially for funds needed by the Highway Department. Mr. Buckner stated that the Special Town Meeting would only be scheduled in May and that necessary funds needed by the Highway Department for Budgets could be forwarded to the Finance Committee.
Mr. Pacheco asked if the Board would like to forward communication to the Highway Department asking to move the cement blocks at Borden Colony to allow residents the availability of parking while spending time on the property. Mrs. Smith said that Chief Donovan has been in contact with Mr. Stolte regarding the parking and that new no parking signs have been installed on Thrasher Street. Mrs. Smith requested communication be forwarded to Park & Rec, Highway Department and Chief Donovan asking for their preference in opening the area at Borden Colony for parking.
Mrs. Smith informed all that the new contract for the Firefighters was complete and was waiting for the Board’s approval. Mr. Pacheco motioned and Mr. McKinnon seconded to approve the Contract with the Fire Firefighters as submitted. Mrs. Smith made it unanimous.
Mr. Pacheco and Mr. McKinnon congratulated Mrs. Smith on an outstanding job done in negotiating the Contract.
Correspondence – The Board received an application for the re-appointment as Constable from Steven P. Coughlin of Raynham. Mr. Pacheco motioned and Mr. McKinnon seconded to re-appoint Steven P. Coughlin as Constable. Mrs. Smith made it unanimous.
Correspondence – The Board received notification from the Highway Department regarding exceeding the Snow & Ice Budget. Mr. Stolte requested an approval from the Board to allow his Department to exceed the $50,000 Snow & Ice Removal budget. Mr. Pacheco motioned and Mr. McKinnon seconded to allow the Highway Department to exceed the $50,000 budget. Mrs. Smith made it unanimous.
Correspondence – The Board received from Senator Pacheco a letter stating that his office is currently researching the notes with Department of Revenue for FY2011 Local Aid for the Town of Raynham.
Mr. McKinnon requested correspondence to be forwarded to the Department of Revenue asking them for a list of communities in the Commonwealth that have had the same reduction in Local Aid as the Town of Raynham.
Correspondence – The Board received from the American Red Cross information regarding a Blood Drive at the Bridgewater/Raynham High School on January 30, 2011.
7:23pm-Mr. Pacheco motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants with no business to be conducted afterwards. Mrs. Smith made it unanimous.
