Board of Selectmen Minutes 02/15/2011
BOARD OF SELECTMEN                                                       February 15, 2011

Chairman Marie Smith called the regular meeting of the Raynham Board of Selectmen to order at 7:02pm.  Present were Marie Smith, Donald L. McKinnon and Joseph Pacheco.  

Acceptance of the Minutes -- Mr. McKinnon motioned and Mr. Pacheco seconded to accept the minutes of the February 8, 2011 meeting as printed.  Mrs. Smith abstained.

Present was James Aldoupolis, Technical Coordinator of programs at Bristol Plymouth Regional High School along with students Ben Skippar and Collene O’Leary. Both Ben and Carlene unveiled two podiums to be used in the Meeting Room for speakers which were designed and constructed at the school by these students.  Board members thanked the students for their outstanding work and detail on the podiums and the Bristol-Plymouth Vocational High School for completing the work.

Present was Pat Riley and Kathleen Roberts from the RAVE Program along with Chair and Co-Chair of the Read Across America Program, Christine Lavoie, and Kim Dolan.  Mrs. Smith read the Resolution declaring February 27 through March 5, 2011 as Read Across America Week in Raynham.  Mr. McKinnon motioned and Mr. Pacheco seconded to approve the Resolution.  Mrs. Smith made it unanimous. Ms. Lavoie reviewed the Read Across America Week program agenda with the Board.

Mr. Buckner’s Town Administrator’s Report was reviewed.

Mr. McKinnon suggested that a letter be forwarded to the Director of the Northbrook Academy, thanking them for the years that they have been at the old North School.  Mr. McKinnon suggested that funds received from the Northbrook Academy over the past years should be put back into the building for the upkeep.  Mrs. Smith agreed with the suggestion in using the funds for the upkeep of the building.

Mr. McKinnon informed all that he, Mr. Buckner and Attorney Antine attended the Hearing last week at the ABCC regarding Joe T’s Pub.

Correspondence – The Board received from Joyce Rodrigue a letter informing them of her retirement after twenty years of service from the Council of Aging.  Mr. McKinnon motioned and Mr. Pacheco seconded to accept with regret Ms. Rodrigue’s letter of retirement.  Mrs. Smith made it unanimous.
Board members thanked Mrs. Rodrigue for her many years of service to the Town.
Mr. McKinnon requested contacting Attorney Antine to check on the appointment of the vacancy and suggested advertising the vacancy with a closing date of March 1, 2011.

Correspondence – The Board received from Sue Peabody a letter of resignation from the Zoning Board of Appeals effective April 1, 2011.  Mr. McKinnon motioned and Mr. Pacheco seconded to accept with regret.  Mrs. Smith made it unanimous.
Board members thanked Mrs. Peabody for her many years of service and requested the posting of the vacancy with a closing date of March 1, 2011.

Correspondence – The Board received from Batista Construction a request for a refund in permit fees for 177 Temi Road.  Board members concurred to forward the request to the Building Department.

Correspondence – The Board received from the Park & Recreation Department information regarding an Opening for a Full-Time Child Care Administrator.
Correspondence – The Board received information regarding training dates on the EPA Stormwater General Permits.

Correspondence – The Board received from the Raynham Fire Department their Activity Report for January 2011.

Correspondence – The Board received an application for grant money for Shared Public Health Resources and Services, in particular nursing, and a letter from Board of Health Agent Alan Perry endorsing it.  Mr. McKinnon motioned and Mr. Pacheco seconded to approve the grant application and to sign it. Mrs. Smith made it unanimous.

7:40pm-Mr. Pacheco motioned and Mr. McKinnon seconded to adjourn for the performance of administrative duties, signing Bills and Warrants, an Executive Session regarding a complaint made against a public official with no business to be conducted afterwards.  The vote made it unanimous.
