The Town of Raynham, (population 14,000), an attractive community in southeastern Massachusetts with a strong commercial base and a strong sense of community, is seeking highly-qualified candidates for the position of Town Administrator. The chief operating and administrative officer of the Town,  this position serves as the agent of the Board of Selectmen and is responsible for providing leadership in the development, implementation and administration of all programs and policies established and approved by the Board in accordance with all applicable Town Meeting votes, by-laws, state and federal laws and regulations. With considerable latitude for independent judgment and initiative, the Administrator supervises, directs, and assumes responsibility for the daily operations of the Town under the direction of the Board of Selectmen. The Town Administrator also formulates policies to assist the Board in identifying and addressing issues before they become critical and in developing policy options, long-range plans and goals for the Board’s consideration. Responsibilities include directly supervising all personnel reporting to the Board, overseeing the hiring process, managing the Town’s personnel functions, developing, administering, and monitoring personnel policies and practices, addressing any issues that might arise, serving as the municipal hearings officer, and representing and acting on behalf of the Board in all labor negotiations. Responsibilities also include maintaining an up-to-date understanding of the responsibilities and activities of all Town departments and serving as an informational and administrative resource to the Selectmen, Committees, Boards, Commissions, Town employees, external agents, and the general public.  The Administrator works closely with the Selectmen, the appropriate Town Boards and Committees, Town Counsel, as well as outside professionals, to seek advice and counsel on critical matters. The Administrator works in conjunction with the Selectmen and Finance Committee in compiling the annual town budget, preparing periodic reports on expected revenues, expenditures, and the Town’s general financial condition, and serves as the Chief Procurement Officer. A Bachelor’s degree in public/business administration or a related field is required, (Master’s degree preferred), along with progressively responsible experience in municipal administration or any equivalent combination of education and experience. Experience in budget analysis and preparation is required along with comprehensive knowledge of the functions of municipal government and its interactions with state, county, and federal agencies. Experience with town meeting form of government, collective bargaining, human resource management and certification as a Massachusetts public purchasing official preferred. The successful candidate will have a thorough knowledge of personnel management, intergovernmental relations, municipal finance, budget management, systems management and operations. Excellent written and oral communication skills, strong organizational, decision-making, analytical and interpersonal skills are essential.
