To either of the Constables of the Town of Raynham, in the County of Bristol, GREETING.

IN THE NAME OF THE Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Raynham Middle School’s Joseph A. Bettencourt Auditorium in said Raynham, on Monday, the 21st day of October, Two Thousand and Nineteen and 7:00 o’clock in the evening, then and there to act on the following Articles:

ARTICLE  1.  To see if the Town will vote to appropriate the sum of $3,114 from the Transportation Infrastructure Fund, a receipts reserved for appropriation account, for expenses associated with the impact of transportation network services on municipal roads, bridges and other transportation infrastructure, including any incidental or related costs; or take any action relative thereto.

ARTICLE  2.  To see if the Town will vote to transfer from Free Cash the sum of $20,000 to complete the scope of work which includes replacement of insulation, flashings and foil work on the vinyl siding project at the Senior Center; or take any action relative thereto.

ARTICLE  3.  To see if the Town will vote to transfer from Free Cash the sum of $10,000 for six (6) poll pad bundles for the Elections Department; or take any action relative thereto.

ARTICLE  4.  To see if the Town will vote to transfer the sum of $18,500 from the Sewer Enterprise Retained Earnings account for the purchase of one Muffin Monster Comminutor, or similar, which is used to grind up incoming debris in the influent channel of the Route 44 Pumping Station; or take any action relative thereto.

ARTICLE  5.  To see if the Town will vote to transfer the sum of $60,000 from the Sewer Enterprise Retained Earnings account for the purchase of a utility body truck with a crane for hoisting and a snow plow; or take any action relative thereto.

Note:  This will be replacing a 2005 Ford F350 utility body truck.

ARTICLE  6.  To see if the Town will vote to transfer the sum of $150,000 from the Sewer Enterprise Retained Earnings account for the purpose of making improvements to the right-of-way access area of the Katie Drive to King Street easement; or take any action relative thereto.

ARTICLE  7.  To see if the Town will vote to transfer the sum of $290,000 from the Sewer Enterprise Retained Earnings account for the purpose of making improvements and repairs to the sewer main and sewer easement area where the 27-inch sewer main trunk line is located along the Taunton River behind 421 Route 44; or take any action relative thereto.

ARTICLE  8.  To see if the Town will vote to transfer from Free Cash the sum of $12,900 for painting and associated work of all exterior trim of the Town Hall Office Building; or take any action relative thereto.

ARTICLE  9.  To see if the Town will vote to transfer from the Overlay Surplus Account the sum of $24,000 to purchase and install Patcraft carpet tiles, or similar, for the Town Hall Offices; or take any action relative thereto.

ARTICLE  10.  To see if the Town will vote to transfer from Free Cash the sum of $42,000 to furnish and install a stand-by generator for the Town Hall Office Building; or take any action relative thereto.

ARTICLE  11.  To see if the Town will vote to transfer from Free Cash the sum of $48,345 for the purpose of paying design services for the proposed new addition to the Raynham Public Safety Building; or take any action relative thereto.

ARTICLE  12.  To see if the Town will vote to transfer from Free Cash the sum of $63,000 for the purpose of work station replacement for all machines on the Town’s domain; or take any action relative thereto.

ARTICLE  13.  To see if the Town will vote to transfer from Free Cash the sum of $95,000 for the purpose of upgrading the Town’s server infrastructure; or take any action relative thereto.

ARTICLE  14.  To see if the Town will vote to transfer from Free Cash the sum of $33,186 for repairs and upgrades to Police/Fire radio system; or take any action relative thereto.

ARTICLE  15.  To see if the Town will vote to transfer from Free Cash the sum of $68,700 for one (1) 2020 Ford AWD Patrol Vehicle, or similar, with all equipment and labor; or take any action relative thereto.

ARTICLE  16.  To see if the Town will vote to transfer from the Ambulance Receipts account the sum of $374,538, as detailed below, to operate the ambulance service for the 2nd half of FY2020, any monies not used to be returned to the Ambulance Receipts account; or take any action relative thereto.

ARTICLE  17.  To see if the Town will vote to transfer from the Ambulance Receipts account the sum of $404,771 for the purchase of a new 2020 Ford F550 4x4 Life Line “Superliner”171 Ambulance, or similar, any monies not used to be returned to the Ambulance Receipts account; or take any action relative thereto.

ARTICLE  18.  To see if the Town will vote to transfer from the Fire Alarm account the sum of $25,000 to purchase a new command vehicle, 2020 Chevrolet Tahoe, or similar; or take any action relative thereto.

ARTICLE  19.  To see if the Town will vote to transfer from the Overlay Surplus Account the sum of $25,723 for the balance needed to complete the purchase of a 2020 Chevrolet Tahoe, or similar; or take any action relative thereto.

ARTICLE  20.  To see if the Town will vote to transfer from the Overlay Surplus Account the sum of $452,200 for the purchase of a Tanker Truck; or take any action relative thereto.

ARTICLE  21.  To see if the Town will vote to transfer from Free Cash the sum of $750,000 for the purpose of the construction and replacement of the Mill Street Bridge and other related roadway and sidewalk improvements; or take any action relative thereto.

ARTICLE  22.  To see if the Town will vote to transfer from Free Cash the sum of $455,000 for the purpose of supplementing Chapter 90 funds for the repair and maintenance or reconstruction of various infrastructure projects including roadway resurfacing and reconstruction, sidewalk construction, ADA compliance, bridges and culverts, drainage, intersection improvements, signage, traffic signal and guardrail; or take any action relative thereto.

ARTICLE  24.  To see if the Town will vote to transfer from the Overlay Surplus Account the sum of $254,000 for the purchase of one (1) new 6-wheel catch basin cleaner and dump truck equipped with emergency lighting package and power angle plow; or take any action relative thereto.

ARTICLE  32.  To see if the Town will vote to accept the provisions of MGL Chapter 40U,

Sec. 1 thru 18 inclusive, to grant the Town of Raynham authority to impose a lien on real property located within the Town for unpaid fines; or take any action relative thereto.

ARTICLE  33.  To see if the Town will vote to accept a deed or deeds in lieu of foreclosure from

Al P. Edriunas, and Walter R. Endriunas, Trustees of COWAAL REALTY TRUST , under Declaration of Trust dated January 14, 1993, and recorded at Bristol County Northern District Registry of Deeds on March 25, 1993, in Book 5435, Page 236; conveying the property in Raynham, Bristol County, Massachusetts shown on:

      Raynham Assessors’ Map 4, Parcel 116-A, also shown as  “PARCEL ‘A’ 17,492 S.F. OPEN SPACE” on the plan titled “Modification of ‘KING PHILIP ESTATES,’ Definitive Subdivision of Land in RAYNHAM, MASSACHUSETTS, Scale: 1”=40’ Rev Thru Jan. 26, 2000,” prepared by Hayward-Boynton & Williams, Inc. Land Surveyors & Civil Engineers, 60 Court St., Taunton, MA, recorded at Bristol County Northern District Registry of Deeds on February 15, 2000, in Plan Book 385, Page 29 at 38,

ARTICLE  34.  To see if the Town will vote to accept as a town way the roadway known as Nina’s Way as shown on the plan entitled “George Estates” dated July 7, 2007 recorded at Plan Book 459, Page 34 at the Bristol County, Northern District, Registry of Deeds and related drainage parcel located at Map 16 Lot 24A.  Such acceptance being subject to conveyance, in fee of said way by owner, at no cost to the Town; or take any action relative thereto.

ARTICLE  35.  To see if the Town will vote to amend the Town of Raynham Zoning By-Laws by reclassifying an area along Church Street from the current Residential A District to

Residential B District.  The proposed change would extend from the northerly edge of the Taunton River, southerly to the existing Residential B zone.  The easterly boundary of the proposed zoning change would be 400 feet from the easterly limit of Church Street.  The proposed change would be more compatible with the current usage of the Church Street area where many multi-family residential buildings extend along the westerly side of Church Street. The proposed change will eliminate the abrupt change from Residential A to Residential B that exists.  The dimensional requirements of the Residential B zone would remain as currently designated; or take any action relative thereto.
