To either of the Constables of the Town of Raynham in the County of Bristol, GREETING.
IN THE NAME OF THE Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Raynham Middle School’s Joseph A. Bettencourt Auditorium in said Raynham on Monday the 19th day of November two thousand-eighteen at 7:00 o’clock in the evening, then and there to act on the following Articles:
ARTICLE 1. To see if the Town will vote to transfer from the Sewer Enterprise retained earnings account the sum of $160,000 for the installation of a new emergency generator at the Paramount Pump Station to accommodate the new pumps and control panel, or take any action relative thereto. (Submitted by the Sewer Department) RECOMMENDED
ARTICLE 2. To see if the Town will vote to transfer from the Sewer Enterprise retained earnings account the sum of $60,000 for the purchase of a new F-450 dump truck with plow package, or equal, or take any action relative thereto. (Submitted by the Sewer Department) RECOMMENDED
ARTICLE 3. To see if the Town will accept as a gift, purchase or take by eminent domain, certain parcels of land, and certain temporary and permanent easements, all as shown on plans (2 sheets) entitled as follows:
Sheet 1 of 2 – “Easement Plan, Park Place & Gatsby Drive, Prepared for the Town of Raynham, MA, WSP USA Inc., Nashua, NH 03060, Date: August 17, 2018, Scale 1”=40’” and
Sheet 2 of 2 – Plan of Property Taking to be Acquired for Proposed Park Place Pump Station, Town of Raynham, Massachusetts, Reed Land Surveying, Lakeville, MA 02347, Date: October 2018, Scale 1”=40’”, which are on file with the Office of the Town Clerk, for the public purpose of extending the Town of Raynham sewer system; or take any action relative thereto.
Funds for the uses described in this Article were previously raised and appropriated pursuant to Article 13 of the 2018 Annual Town Meeting, an Article relating to the extension of the Town of Raynham sewer system. (Submitted by the Sewer Departent)
ARTICLE 4. To see if the town will vote to transfer the sum of $600,000 from the Overlay Surplus Account to the Salt Storage Stabilization Fund, or take any action relative thereto. (Submitted by the Highway Deparment) RECOMMENDED
ARTICLE 5. To see if the Town will transfer the sum of $900,000 and any accrued interest from the Salt Storage Stabilization Fund established by Article 27 of the 2015 Fall Special Town Meeting for design and construction of the future Salt Storage Building located at the Highway Department, or take any action relative thereto. (Submitted by the Highway Department) RECOMMENDED

ARTICLE 6. To see if the Town will vote to transfer from Free Cash the sum of $455,000 for the purpose of supplementing Chapter 90 funds for the repair and maintenance or construction of various Infrastructure Projects, or take any action relative thereto. (Submitted by the Highway Department) RECOMMENDED
ARTICLE 7. To see if the Town will vote to transfer from Free Cash the sum of $150,000 for the design, permitting and construction costs for the Mill Street Bridge Replacement Project, or take any action relative thereto. (Submitted by the Highway Department) RECOMMENDED
ARTICLE 8. To see if the Town will vote to transfer from Free Cash the sum of $270,000 to purchase a new Mack 10-wheel dump truck, or equal, equipped with an emergency lighting package, plow package and salt spreader system, or take any action relative thereto. (Submitted by the Highway Department) RECOMMENDED
ARTICLE 9. To see if the Town will vote to transfer from Free Cash the sum of $55,000 to purchase a new F-350 diesel pickup truck or equal, equipped with emergency lighting package and plow package, or take any action relative thereto. (Submitted by the Highway Department) RECOMMENDED
ARTICLE 10. To see if the Town will vote to transfer from Free Cash the sum of $65,000 to purchase a new HD Radio Communications system, or take any action relative thereto. (Submitted by the Highway Department) RECOMMENDED
ARTICLE 11. To see if the Town will vote to transfer $357,317 as detailed below from the ambulance receipts account to operate the ambulance service for the 2nd half of FY2019; any monies not used to be returned to ambulance receipts account; or take any action relative thereto.

ARTICLE 13. To see if the Town will vote to transfer from the Ambulance Receipts account the sum of $965 to the Ambulance Personnel Expenses due to settlement of contract negotiations, all monies not used to be returned to the Ambulance Receipts Account, or take any action relative thereto.

ARTICLE 18. To see if the Town will vote to raise and appropriate the sum of $4,200 to the Police Department Personnel Expense account to pay for the education incentives of the Raynham 911 Signal Operators for FY2019, or take any action relative thereto. (Submitted by the Police Department)
ARTICLE 19. To see if the Town will vote to raise and appropriate the sum of $13,850 to the Police Department Personnel Expense account to pay for the settlement of the Raynham 911 Signal Operators contract negotiations for FY2019, or take any action relative thereto. ARTICLE 20. To see if the Town will vote to transfer from Free Cash the sum of $10,000 for the continued costs associated with the treatment of Johnson’s Pond to remove unwanted/invasive plant growth, or take any action thereto. (Submitted by the Board of Selectmen) RECOMMENDED

ARTICLE 27. To see if the Town will vote to transfer from Free Cash the sum of $31,479 for the purpose of the security upgrades at the Merrill Elementary School entrance and the LaLiberte Elementary School entrance, and for the purpose of the installation of as New Sound System in the Auditorium at the Raynham Middle School, or take any action relative thereto.

ARTICLE 28. To see if the Town will vote to transfer from Free Cash the sum of $21,000 for four (4) Electronic Vote Tabulator Bundles, or take any action relative thereto. (Submitted by the Town Clerk) RECOMMENDED
Note: Each tabulator bundle includes one (1) tabulator with carrying case, two (2) memory cards, power cord, key set, paper rolls, marking pens, security seals, an internal battery backup, one (1) plastic ballot box with casters and a built in power supply. (The present tabulators are 18 years old and are now being phased out which results in increased difficulties to repair due to growing shortage of parts.)
ARTICLE 29. To see if the Town will vote to transfer from Free Cash the sum of $10,000 for the purchase of a leaf collecting machine, or take any action relative thereto. (Submitted by the Cemetery Department) RECOMMENDED
ARTICLE 30. To see if the Town will vote pursuant to G.L. Chapter 40, Section 5B to create a special purpose stabilization fund, to be called the “Public Safety Building Stabilization Fund,” for the purpose of funding the design and construction of an addition to the Public Safety Building, or take any action relative thereto. (Submitted by the Capital Planning Committee) RECOMMENDED
ARTICLE 31. To see if the Town will vote to transfer $1,200,000 from Free Cash into the Public Safety Building Stabilization Fund, or take any action relative thereto. (Submitted by the Capital Planning Committee) RECOMMENDED
ARTICLE 32. To see if the Town Meeting will vote to authorize the Board of Selectmen to file with the Great and General Court of the Commonwealth of Massachusetts a so-called Home Rule Petition in a form suitable to achieve the purpose of allowing the Town of Raynham to suspend the assessment and levying of excise on boats, ships, and vessels in lieu of local property tax and in a form similar to the following:
An act authorizing the Town of Raynham to suspend the collection of boat excise.
Be it enacted by the Senate and house of Representatives in General Court assembled, and by the authority of the same, as follows:
Section 1. Notwithstanding section 2 of chapter 60B of the General Laws or any other general or special law to the contrary, the town of Raynham may suspend the collection of boat excise until such time as the cost of collecting boat excise assessments is exceeded by the annual warrant amount that would be committed by the board of assessors to the collector of taxes in said town.
Section 2. This act shall take effect upon its passage.

ARTICLE 33. To see if the Town will vote to transfer $10,000 from Free Cash to design and construct a Community Dog Park, or take any action relative thereto. (Submitted by Park & Recreation Commission) RECOMMENDED
ARTICLE 34. To see if the Town will vote to transfer $40,000 from Free Cash to repair and replace the siding at the Council on Aging building, or take any action relative thereto. (Submitted by the Council on Aging) RECOMMENDED
ARTICLE 35. To see if the Town will vote to accept a deed in lieu of foreclosure from Peter M. DeGirolamo, Jr. and Dennis M. Cody; conveying the property in Raynham, Bristol County, Massachusetts shown as "LOT 9B" on the "Plan of Land, Lots 9A & 9B, on Theresa Road within Forest Park, a Subdivision in RAYNHAM, MA, Scale: 1" = 80' Nov. 24, 1999," prepared by RIM Engineering Co., Inc., 150 North Main St., Mansfield, MA, recorded at Bristol County Northern District Registry of Deeds in Plan Book 384, Page 16; the conveyance being in accordance with Massachusetts General Laws, Chapter 60, Section 77C; or take any action relative thereto. (Submitted by Treasurer/Collector)
ARTICLE 36. Payment In Lieu of Taxes – Raynham Landfill Solar Project.
To see if the Town will vote to authorize the Board of Selectmen to execute a payment in lieu of taxes (PILOT) agreement pursuant to M.G.L. chapter 59, Section 38(H)(b) and Department of Revenue guidelines promulgated thereunder, or any other enabling authority, with respect to annual payments in lieu of real and personal property taxes for a term up to twenty-five (25) years (which may be extended) relative to an approximate fourteen (14) acre parcel of real property, located in the Town of Raynham, on the Raynham Municipal Landfill, located at 1555 King Phillip Street, upon which a ground-mounted solar photovoltaic facility is being constructed, with an expected nameplate capacity of approximately 5.0 megawatts to be installed, owned and operated by a third-party upon said parcel of real property on such terms and conditions as the Board of Selectmen deems to be in the best interests of the Town of Raynham; and further to authorize the Board of Selectmen to enter into and all agreements and execute any and all instruments as may be necessary on behalf of the Town of Raynham to undertake the purpose of this Article; or take any action relative thereto.
The Town is due to receive the sum of Thirty-Five Thousand Dollars ($35,000.00) annually. (Submitted by the Board of Selectmen)
And you are directed to serve this Warrant, by posting up attested copies thereof at the six (6) places directed by vote of the Town, in said Town, fourteen (14) days before the time of holding said meeting.
HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon to the Town Clerk, at the time and place of meeting, as aforesaid.
